If gold elo is top 5% of players does that mean 95% of players wont get there?

More than that wont get there. Gold is top 5% of people ranked, a huge population in this game doesn't play ranked

No, more than 5% will get there, because some people get there, then lose elo. whether because they didn't belong there, because they didn't keep up, or because of elo decay.

It means that, out of every person that plays ranked in this game, only five percent were gold ranked or higher when that percentage was measured.

More that 95% of the population won't be gold at any given time, but yeah.

No...it means that at any given moment 5% of the LoL population that played in the previous season is considered "Gold".

Loosely? Yes..it sort of works.

But, ultimately it is probably more in the range of 10 - 15% of the population achieves Gold, but only 5% of the current population will receive that at the end of each season. There are a number of players that will rise or fall within Medal Tiers between season and this will account for the variance in end of season current percentage as opposed to life-time total percentage.

I'm pretty sure Bronze (1250 elo for season 1, didn't play season 2) was the top 30%.

the percentage of top elo gold should be higher, but current elo is around 5%
