Introduction

Name: Xillia, Soldier from the Future
Role: Carry, Ranged

(credit goes to the original artists) (not to be taken as exactly what Xillia looks like)

Riot's been introducing a number of futuristic skins for current Champions as of late. These are nice and all, but I honestly think they're just kinda... posing. What I think League needs is an actual futuristic Champion, one that is designed from the ground up to be hi-tech and a potent force on the battlefield. To this end, I've created this concept: Xillia, Soldier from the Future. Her arsenal of advanced weapons and tactical tools will make your opposition obsolete in no time!

TL;DR Summary (SKILLS UPDATED)
Quote:
Passive - Targeting Sensors: Xillia gains 10% bonus armor penetration. Additionally, upon damaging an enemy unit with a basic attack, Xillia gains sight of the target for 2 seconds (this does not affect wards or ward-like units).

Q - Plasma Buster: Xillia fires a skill-shot nuke that deals physical damage to all enemies it hits in a line. Each target hit after the first takes 10% less damage, down to a minimum of 40% of the original damage. When striking a Champion, the shot leaves behind a Plasma Sphere that deals physical damage each half-second to anything touching it over 2 seconds. Damage from overlapping Plasma Spheres does not stack. 10/9/8/7/6 second cooldown.

W - Spread Shot: Xillia's basic attacks fire waves of energy bolts that damage all enemies in a cone. Each bolt wave deals 5/10/15/20/25 + 40/50/60/70/80% of her total attack damage to enemies struck (half this is dealt as bonus damage to her primary target) and applies on-hit effects (cannot crit secondary targets). The waves deal half damage to minions and monsters. Lasts 8 seconds. 16 second cooldown.

E - Defensive Contingency: (Passive) Xillia is constantly protected by an overshield that absorbs incoming damage. This shield recharges if Xillia does not take damage for 10 seconds. (Active) Xillia's body accelerates, increasing her movement speed for 1.5 seconds. Champion kills and assists refresh the cooldown. 18/16/14/12/10 second cooldown.

R - Chrono Disruptor: Xillia shoots a target enemy Champion with her Chrono Disruptor, dealing magic damage and warping the target 2 seconds back in time, resetting its position and stunning the target for 1 second when it arrives. Does not reset health, mana, cooldowns, gold, etc. 120/110/100 second cooldown.

General Concept
Quote:
Xillia is a ranged DPS carry designed to deal considerable AOE damage to the opposition and provide some unique utilities along the way. In particular, her ultimate can be game-changing in the right hands. Keeping track of your opposition in fights and using your abilities accordingly as Xillia will guarantee success.

The key of Xillia's AOE damage potential is from her Spread Shot ability, which lets her deal widespread damage to all enemies in a cone around her primary target. When coupled with on-hit proc items, Xillia's multi-target damage potential can become quite scary, backed up by her Plasma Buster. When targeted, Xillia's Defensive Contingency can passively protect her via a shield and also allow her to run away from danger, refreshing her shield in the process. And against enemies who stack armor or try to hide in brush, Xillia's innate passive can quickly negate her enemy's defensive maneuvers by giving her (and her teammates) sight of enemies she attacks.

Xillia's ultimate, however, is crucial. Her Chrono Disruptor will warp a target enemy Champion back in time, resetting her target's position to wherever it was 2 seconds prior. Against hard enemy initiation, or when chasing down a fleeing opponent, this can be devastating, especially when used as a counter to Flash, but if used incorrectly it can completely backfire on you. Proper judgment on when to use Chrono Disruptor will separate the good Xillia players from the great ones.

Compared to other ranged carries, Xillia's durability is rather poor and she doesn't synergize as well with crit builds. Additionally, her utility skills tend to have long cooldowns, so they can be quite punishable if she misuses them. Her ultimate also is a very delicate ability that must be used wisely, or it can occasionally result in lost matches.

Magic Resistance: 30 (+0)
Attack Speed: 0.665 (+3%)
Movement Speed: 330

Abilities (numbers are theoretical) (mathcrafter suggestions are appreciated)
Quote:
Targeting Sensors (innate passive)
Xillia gains 10% bonus armor penetration. Additionally, upon damaging an enemy unit with a basic attack, Xillia gains sight of the target for 2 seconds (this does not affect wards).

NOTES: This passive will affect stealthed enemy Champions. Applies to Spread Shot. Does not affect wards or ward-like units (i.e. Teemo's Mushrooms).

Quote:
Plasma Buster
Xillia fires a skill-shot nuke that deals physical damage to all enemies it hits in a line.

Higher levels increase the damage and reduce the cooldown.

Hotkey: Q
Range: 900
Projectile Speed: 1800
Width: 100? [should be as wide as Sivir's Boomerang)
Initial Physical Damage: 80/110/140/170/200 (+1.0 bonus AD)
Minimal Initial Damage: 32/44/56//68/80 (+0.4 bonus AD)
Plasma Sphere Damage (per second): 20/30/40/50/60 (+0.2 bonus AD)
Plasma Sphere Damage (total): 40/60/80/100/120 (+0.4 bonus AD)
Cooldown: 10/9/8/7/6 seconds
Mana Cost: 60/65/70/75/80 mana

NOTES: Damage caused by overlapping Plasma Spheres does not stack. Plasma Spheres only appear when striking Champions. Damage from Plasma Spheres is not affected by the successive target damage decay.

**This skill was based off a similar Buster Upgrade from Megaman X4.**

Quote:
Spread Shot
Xillia's basic attacks fire waves of energy bolts that damage all enemies in a cone. Each bolt wave deals physical damage plus a percentage of her total attack damage to enemies struck (half this is dealt as bonus damage to her primary target) and applies on-hit effects (cannot crit secondary targets). The waves deal half damage to minions and monsters. Lasts 8 seconds.

Higher levels increase the damage and total AD scaling of each bolt wave.

Hotkey: W
Wave Range: 575
Wave Width: 60 degrees [tentative]
Base Damage per Wave: 5/10/15/20/25
Percentage of Total AD added per Wave: 30/40/50/60/70%
Duration: 8 seconds
Cooldown: 16 seconds
Mana Cost: 50 mana

NOTES: Each wave damages enemies in a cone pattern (you can't weave between the bolts). The waves apply on-hit effects to all targets struck (with a few exceptions; see below), but cannot deal crit damage. The primary target is not hit by the wave, but takes half of the wave's damage as bonus damage (on-hit procs are not applied twice to the primary target per attack).

Specific Interactions (will add if I forget any)
Spellblade - Only applies to primary target.
Runaan's Hurricane - Only fires two bolts per attack; doesn't spread per target hit.

Quote:
Defensive Contingency
Passive
Xillia is constantly protected by an overshield that absorbs incoming damage. This shield recharges if Xillia does not take damage for 10 seconds.

Higher levels improve the shield strength.

Shield Strength: 60/100/140/180/220 (+0.4 AP)
Recharge Time: 10 seconds (all ranks)

NOTES: Recharge time does not scale with cooldown reduction. Shield recharge resets if Xillia is hit by any damaging attacks or abilities.

Active
Xillia's body accelerates, increasing her movement speed for 1.5 seconds. Champion kills and assists refresh the cooldown.

Higher levels increase the bonus movement speed and reduce the cooldown.

Hotkey: E
Bonus MS: +30/35/40/45/50%
Cooldown: 18/16/14/12/10 seconds
Mana Cost: 60 mana

Quote:
Chrono Disruptor (ultimate)
Xillia shoots a target enemy Champion with her Chrono Disruptor, dealing magic damage and warping the target 2 seconds back in time, resetting its position and stunning the target for 1 second when it arrives.

Higher levels increase the damage, increase the casting range, and reduce the cooldown.

Hotkey: R
Projectile Speed: 1000
Range: 600/700/800
Magic Damage: 150/250/350 (+1.0AP)
Cooldown: 120/110/100 seconds
Mana Cost: 100 mana

NOTES: Does not reset health, mana, cooldowns, crowd controls, gold, experience, items, or other statistics for the target. Does not alter the state of other debuffs currently on the target.

Tips
Quote:
Playing as Xillia
- Save Chrono Disruptor for the right moment; proper use of it can turn the tide of a match.

- Plasma Buster will leave behind a Plasma Sphere if it hits a stealthed enemy Champion. Use this to try and locate stealthed opponents.

- If you know a stealthed enemy Champion is around, activate Spread Shot and attack a minion to try and hit them with Targeting Systems.

Playing against Xillia
- Do not use Flash as an escape if Xillia can hit you with Chrono Disruptor after you use it.

- Avoid standing too long next to Xillia's Plasma Spheres. The damage they deal can add up quickly.

- Infrequent pokes are not effective against Xillia's passive shield. If you want to damage her in lane, you will need to commit more strongly.

Primary Inspiration(s)
Quote:
Terminator (i.e. Arnold Schwarzenegger)
Everyone knows this is the movie that really put Arnold on the map, and if you recall the plot, you'll understand why I consider this a good inspiration. Sending a super-soldier (of sorts) back in time to change history is a plot element I can really get behind.

Contra series - Konami
I love the Contra series. Fast-paced, difficult, run-and-gun action is what it's all about, and it produced one of the most beloved weapons in gaming: the Spread Gun. This is where I got the idea for Xillia's Spread Shot skill.

Deunan Knute (Appleseed)
This soldier girl made by Masamune Shirow lives and breathes combat. Together with her cyborg lover Briareos, they make the Appleseed series of manga and anime one heck of a ride. Deunan's a good character, IMO, and she serves as a good inspiration both for Xillia's appearance and attitude.

Motoko Kusanagi (Ghost in the Shell)
Yet another creation of Masamune Shirow, Motoko Kusanagi (also known as The Major) is a female cyborg with a flirtatious outlook on life and is a consummate professional as an anti-terrorist officer. She is an excellent symbol of female empowerment in a not-to-distant future where cybercrime is a way of life, and that alone makes her an inspirational source.

Character Details
Quote:
Race: Artificially-enhanced human
Nationality: Unknown/NA
Age: Unknown, appears 20
Occupation: Super-Soldier
Affiliation: Runeterra Survivors, Institute of War

Background (rewrote lore)
The super-soldier Xillia is a true oddball among the League's Champions, appearing alien to those who have met her. Many believe she is not from Runeterra, but she claims otherwise. Indeed, she is from Runeterra, but hails from a distant future... one where the world has been reduced to ashes and dust.

In Xillia's timeline, the wanton use of destructive magic and the strife between nations and powers had torn Runeterra asunder, leaving the planet a wasteland of near-extinction. Xillia fought in countless battles against rampaging machines, lawless raiders, and other unspeakable monstrosities, losing many friends and allies, simply to try and give the few Runeterran survivors a chance at survival. But it would all be for naught, for the planet itself was doomed to die, the destructive forces of magic prepared to tear it apart. The survivors of humanity turned to a desperate final ploy: they would send Xillia back into the past to change the course of history. Despite that it would not save their timeline from devastation, they knew they could not let the same events repeat themselves. Through a combination of science and sorcery, the last of the Summoners sent Xillia back through time, moments before the planet was completely destroyed.

For years, Xillia remained in cryostasis, for the scientists had not specified what time she would be sent to. Eventually, she was discovered by a member of the Institute of War during an expedition to the Shurima Desert, and after long study by the Summoners, her pod was opened. Learning of where and when she had ended up, and of the goals of Institute of War, she revealed her mission to the Summoners. The Summoners agreed to aid her in her mission, and inducted her as a Champion in the League of Legends. She now fights to prevent the disastrous future from which she hails.

I come from a future that I must avert, at any cost. – Xillia before the High Council of the Institute of War

Random Trivia
- Xillia comes from a time where technology is dominant, but magic is still prevalent.

- Xillia is an artificially-enhanced human. She is a near-perfect blend of organic and technological material. Her mind, however, is that of a human's.

- In her future, Xillia was a star soldier who fought in countless battles against various rival factions and enemies to try and save the surviving Runeterrans, but ultimately failed. She volunteered to be sent back in time to make up for her failure.

- Xillia primarily uses a custom-made energy rifle in combat. It fires bolts of energy and plasma instead of bullets, and runs off ambient magical energies in the air, so she'll never run out of ammo.

- In the League timeline, Xillia gets along best with the Piltover Champions, especially Jayce (though she thinks he's a showoff). She is very wary, however, around Viktor, due to her experiences fighting cyborgs.

- Xillia's rather friendly while off the battlefield, knowing the value of camaraderie, but is a consummate professional in battle. Still, her battlefield experience can make her arrogant at times in combat.

This post contains meta-game material, and is based on personal opinions.

Items

Quote:
Personal Recommendations
Berserker's Greaves -> Alacrity
Bloodthirster/Sanguine Blade
Runaan's Hurricane
Wit's End/Blade of the Ruined King
Last Whisper/Black Cleaver
Guardian Angel

Building critical strike is not optimal on Xillia since Spread Shot doesn't scale with crits. On-hit procs are a better choice, but you also want to build higher AD so that Spread Shot and Plasma Buster scale properly. Runaan's Hurricane will both add to the amount of AOE destruction you deliver and increase the number of Spread Shots you fire, making it invaluable. Guardian Angel at the end will help keep you alive.

Other Items
Maw of Malmortius - Useful if you're up against a lot of magic damage. Otherwise you can afford to pass on it.

Frozen Mallet - This can be really annoying to let you slow down loads of enemies simultaneously, but doesn't scale well with Defensive Contingency.

Pre-Game Setup
Quote:
Summoner Spells
Barrier - Good to keep you alive, as you can't always depend on Defensive Contingency.

Version History

Quote:
V1.00 - December 28, 2012: Created the topic.
V1.01 - January 2, 2013: Multiple changes due to GD feedback.
Spread Shot
- Removed the AS bonus. (Critiques said that she shouldn't have both an AS steroid and a wave-attack.)
- The bolt waves now deal 5/10/15/20/25 + 30/40/50/60/70% of total AD damage. (Drastic damage increase due to the loss of the AS steroid. Base damage has been added to make AS builds a bit more efficient.)
- Increased the duration to 8 seconds from 6 seconds. (I felt it needed to be longer so that it would feel more impactful.)
- Specified details pertaining to the primary target. (Some people raised concerns.)
Defensive Contingency
- Active blink has been replaced by a 1-second 40% bonus MS haste effect. (Lots of people didn't like the blink since it gave Xillia too much defense for a RADC. The change to a haste effect gives Xillia enough repositioning power, but doesn't make it a super-powerful escape.)
- No longer makes Xillia untargetable. (This was hugely hated, so I had to remove it.)
- Cooldown reduced to 18/16/14/12/10 seconds from 26/24/22/20/18 seconds. (Since it's a lot less powerful for evasion, I gave it a cooldown reduction.)
- Kills now refresh the cooldown; assists now reduce the current cooldown by half. (Enables more usage of it if Xillia is doing well in a fight.)
V1.01b - January 17, 2013: Minor update.
Defensive Contingency
- Assists now also refresh the cooldown. (Makes the skill more usable in fights where Xillia isn't scoring finishing blows.)
V1.02 - January 27, 2013: Multiple updates. Thanks goes to Still Eternity.
General
- Increased Xillia's attack range to 575 from 550. (Makes a bit more sense when you consider Xillia's background.)
Plasma Buster
- Main projectile now deals 10% less damage per subsequent target, down to a minimum of 40% damage. (This makes the damage a bit more comparable to Caitlyn's Q, and enables some more counterplay in lane.)
- Decreased the mana cost at higher levels to 60/65/70/75/80 from 60/70/80/90/100. (Less demanding later on, but still not free or too cheap a cost.)
Spread Shot
- Decreased the range to 575 from 650. (Makes it match your AA range to make it more consistent, and to avoid giving Xillia free range.)
- Updated notes.
Defensive Contingency
- Increased the base shield strength to 60/100/140/180/220 from 50/85/120/155/190. (This ties with the changes to the active.)
- Changed the refresh timer to 10 seconds at all ranks from 12/11/10/9/8 seconds.
- Active effect no longer refreshes passive shield. (This felt too powerful if Xillia got on a good tear in a team fight, so the shield refresh was removed, but the passive shield was buffed.)
- Increased the duration of the MS boost to 1.5 seconds from 1 second.
- Changed the bonus MS to 30/35/40/45/50% from 40% at all ranks. (Less powerful early, stronger late.)
Chrono Disruptor
- Lowered the warp-back time to 2 seconds from 3 seconds. (I realized that 3 seconds is too wide a window, especially after realizing how powerful this ultimate is against Flash.)
- Listed a projectile speed (1000). (This is to let others know that the ultimate has a travel time, and thus is counterable by spell shields and abilities that make the user untargetable.)
Other
- Updated Xillia's lore.
- Changed up Xillia's quotes.

Alright, due to feedback from here (http://na.leagueoflegends.com/board/showthread.php?t=2952392), I've got some changes lined up.

1. Defensive Contingency's blink is going to be replaced with a 1 second 40% bonus MS haste, and the "untargetable" part will be removed. In exchange, the passive shield is getting a buff and the cooldown will be significantly reduced.
Seems people think that having a ranged ADC who can become untargetable is taboo.

2. Spread Shot will no longer give an AS bonus, but the percentage of AD dealt is going to drastically increase (planning to make it 40/50/60/70/80%). Waves deal half damage to the primary target (whoever you're targeting with your auto-attacks). Waves deal half damage to minions.
People were complaining about how she shouldn't get both a wave-attack and an AS steroid at the same time. I've decided to keep the wave attack in favor of the bonus AS, but I'm making the waves stronger as a tradeoff.

In my opinion, this belongs in the chaff pile.

Honestly, there's too many people on here pasting from Google images or Microsoft Paint, and create some really overpowered champion.

There's no way in ELO hell this could pass.
