[Ranged ADC] Lot'har, The Time Mender

There hasnt been a new AD Carry (Ranged AD e.g. Ashe) champion for about 7months (Draven), and I would like it if there was a new AD carry champion!

I know that there is approximately a 9 month period for creation of a new champion from RIOT, however I think it would be nice to have a discussion about ideas for AD carry champs, from Lore to gameplay.

Personally, when the next ADC champion is released, I think this would be an amazing, versatile champion.
It's a bit of a read, but stick with it. At times it might sound overpowered, but just reconsider the champs low base stats (in relation to resistances) and then you will re-consider.

AD Carry Champion - Lot'har, The Time Mender


This character has no delay from when the projectile (of the auto-attack) is fired, to when it hits the enemy champion, or minion. The particle effect for the auto-attack hitting is a small blue and yellow spiral, similar to the effect of the spinning black and white circle optical illusion (However this only lasts a few milliseconds).
It has an attack range of 625, giving it the 5th highest range out of all the ADCs (once they are level 18) (2nd highest @ level 1). This character gains power at longer ranges, and his high attack range compliments this. He excels at fast mobility, however is quite difficult to learn and play.

The lore behind this character, is that he has an ability to mend time and space. (This can obviously be expanded upon)

Quantum Absorption (Passive) - For each enemy champion or buff afflicted by Quantum Entanglement, A shield equal to 10% of max health is gained. Each neutral monster or enemy minion provides an additional 2% towards the shield (White health). After 8 seconds, the shield disappears.

Mend Physics(Q) - ACTIVE: Lot'har ignores space, and rips apart the particles in a target area, dealing physical damage. The further the target from Lot'har, the more damage this ability does. Mend Physics applies Quantum Entanglement to all targets hit for 5 seconds. If any enemy champion or neutral monsters are hit, cooldown is reduced by 3/3.5/4/4.5/5 seconds (Cooldown effect does not stack)

Damage at 850 range: 50/75/100/125/150 (+75% AD) (NOT BONUS AD, FLAT AD)
Damage at min range: 15/30/45/60/75 (+33% AD) (NOT BONUS AD, FLAT AD)

Photon Burst (W) - ACTIVE: Lot'har appears to slow time around himself, gaining attack speed and movement speed.

Cooldown: 17/16/15/14/13
Mana Cost: 90
Attack Speed: 5%/10%/15%/20%/25%
Movement Speed: 10%/12.5%/15%/17.5%/20%

Time Jump (E) - ACTIVE: Lot'har jumps through time and space twice, slowing and silencing all enemies passed through. If the enemy is Quantum Entangled, any basic attack after their first or second jump (can stack) will deal damage over 5 seconds. as magic damage If two consecutive jumps are landed on the same target, it is stunned (assuming Quantum entanglement was applied). After the second jump, Lot'hars next basic attack does an additional 100% physical damage (based off AD) (does not stack before criticals)

Time between 1st and 2nd jump before ability reset: 2 seconds
Range: 500 (per jump)
Ability Delay: 0 seconds (instant teleport to location, synonomous with summoner flash)
Cooldown: 25/22/19/16/13
Mana Cost: 110/100/90/85/80 (Decrease per level is intended)
Silence duration:0.25/0.5/0.75/1/1.25 seconds
Stun duration: 0.5 seconds
Magic Damage: 2/2.5/3/3.5./4% +1% per every 100 bonus AD (Yes, it stacks off AD)

(This is a skillshot for the jump, rather than go to cursor. This is what i mean by 'enemies passed through')

Decay Particles (R) - PASSIVE: Any target afflicted with Quantum Entanglement recieves an additional 1/2/3% (+1% per bonus 100 AD) damage per hit, as true damage, from Lot'har.
ACTIVE: Lot'har channels energy and casts it in a target area, dealing physical damage based on enemy current health, slowing all enemies in the area, with a gradual increase in slow based on time spent in area. Ability lasts for 3/4/5 seconds.

ACTIVE Area of Effect Radius: 700
ACTIVE Range: 1100 (for middle of target area
ACTIVE Slow effect: 25/30/35%, increasing by 5/10/15% every second in the area. After leaving the field, enemies lose 30% slow every second.
ACTIVE Physical Damage: Deals 20% damage +5% per 200 AD (flat) of targets current health, as physical damage.
ACTIVE True Damage: Applies on targets afflicted with Quantum Entanglement. Deals 5% true damage to enemy target
ACTIVE Mana Cost: 120/140/160


Lot'har has no basic attack particle movement time, so once the basic attack is fired, the enemy targetted instantly takes damage. It has an attack range of 625, giving it the 5th highest range of all ADCs.

The passive is a Shield.
The Q is a staple ability, low cooldown if ability lands, provides crucial debuff towards enemy.
The W is a Buff, which increases movement speed and attack speed.
The E is a double hop, similar to Ezreal's phase jump, however with two jumps rather than one, and a conditional minor CC and DoT if the Q was landed.
The Ult (R) has a passive and an active. The passive is a true damage, considering Q was hit. The active is a group stun and debuff. Very Heavy CC.

Overall, this champion has low survivability, being EXTREMELY squishy, with low base resistances and health, except for his passive shield, however a very strong escape mechanism, with his E. He has many small stacking abilities, doing physical damage, magic damage, and true damage. Overall, this equates to a very powerful champion for sustained damage.
Abilities must know when to be used, and if used in the wrong moment, will lead to a likely death of this squishy character. However, when mastered, this could be a character worthy of many players!

By saying EXTREMELY squishy, but A shield equal to 10% of max health is gained. If u hit every enemy you will have 50% max hp shield.

Plus a great escape 2 Ez jump? for an adc? mmh. 13 seconds CD at lvl 5? No just no.
