Does it have to be an "Internet Cafe", or can it be a store where you can use their computers, but not necessarily a cafe per se. My friend is running a hobby shop, and has computers with LoL on them that are publicly available. (I'm typing from one of them right now)

seems like these would be a cool place to hang out and play league
