I want to know definitively what can and what can not crit.... Gangplank is frequently built as a heavy crit, is it just for Parlay? or does his Ult gain crit too? I've been lead to believe that heals cannot crit.... is this true?

Only normal attacks can crit. Spells don't crit.

Gangplank is a bit of an exception. If you read the sidxription on parrley, you'll see that it's an unique ability that counts as a ranged attack. It can crit and apply on-hit effects that normal attacks do.

So yeah: no heals, nukes, etc, nothing magical :P

This is correct.

Gangplank basically exists to confuse everyone. It was a big step forward when they finally decided to make Parrrley deal physical damage.

Just consider Parrrley to be an extra-strong ranged basic attack that Gangplank can only do every four seconds or so.
