So with two VERY minor attack speed and critical chance increases, you can get your AD to DPS efficiency nearly to the level of Sunfire Cape, and the AD to DPS conversion has a lot better (and more) scaling functions to utilize, unlike Sunfire Cape which has, literally, only Magic Penetration.

So, yes, Sunfire Cape isn't bad. Early game. Once you get past a certain point, though, it is less efficient than practically any other stat. (Heck, I believe, with the scalings, even Atma's Impaler provides a better DPS efficiency, and it has even ANOTHER scaling function.)
So you either buy a minor AS and Crit bonus to get that DPS...or you buy a mid-range Armor/HP item and get that DPS in an AoE that doesn't require auto attacks.

Yeah, you CAN get that much DPS with other items. Thing is, what the **** is Shen going to do with Zeal or a similar item?

MR only reduces by 50% when you've got 100 MR. 66% when you're at 200. So they've got to literally build ALL MR in order to get enough for that, unless they're Rammus, Leona, Galio or one of the other champions with large MR buffs.

0 MR causes you to take 1/1 magic damage, 100 causes you to take 1/2, 200 causes you to take 1/3.

200 is a considerable amount of magic resistance. Usually I've found 150 MR allows essentially anyone to face-tank an AP champion's burst and proceed to kill them. 200 MR is excessive even for a tank. So saying Sunfire Cape is going to deal "a third of that amount at most" isn't particularly accurate. 100 MR is more of a reasonable late-game average.

And even then essentially all item DPS bonuses are mitigated by armor and magic resistance, so bringing up the fact they are mitigated by armor or magic resistance is pointless due to how universal damage mitigation is. Infinity Edge is mitigated by armor just as much as Sunfire Cape's damage is mitigated by magic resistance.

Get 20% more DPS out of his base stats?
