Who is the most effective counter jungler? And why?

The way I understand it, there are two types of counter-jungling:

Type 1) Hunting your enemies camps. Running into their jungle (watch out for wards), clearing their creep camps (thus taking the gold and experience for yourself), and getting out without being caught. This is the more common type of counter-jungling. It'll mess up the enemy jungler more than you would expect, and it's relatively safer than type two. To do this effectively, the most important traits on a jungler are their strong escape mechanics (Lee Sin, for example), and their clear speed (shyvanna).

Type 2) Hunting your enemy jungler. Not only is this more difficult, but the more you do it, the less you get out of it. If you go into their jungle looking for a fight, make sure that A) you will come out on top, and B) That it's not a waste of your time. The most important traits to counter jungle in this manner is to be a strong dueler (Fiora), have good cc (Shaco), and to be able to gtfo if things get rough. Remember that if you fall behind trying to jungle like this, to change your strategy.

Both styles REQUIRE you to have strong map awareness. If your support has clairvoyance, try having them poke around. In the first style, you want to avoid the enemy jungler. In the second, you want to attack them while they're weak, or at least far from their allies. (Nothing like ambushing them at a buff, just to have mid&bot jump in and get you).

Another note on counterjungling in S3: The Machette. This item costs 300gp, and is ONLY useful for killing creeps. It offers nothing for stat bonuses aside from that. If you know you want to find your enemy jungler and wreck them, chances are, you've got an advantage since they probably took the machette (Riot pretty much made it a must-have item for traditional junglers), and you've got something that gives you stats.

Any jungler that has either a good amount or mixture of fast clear speed, mobility, and dueling potential with the enemy jungler is able to counter jungle. So examples of people who can are Shyvana, Lee Sin, Udyr, Skarner, Nunu, and Shaco. Examples of people who can't do it effectively are Nautilus, Maokai, Amumu, and Alistar.

As for who is most effective, like many things in this game, there isn't one clear cut best champion.

Actually amumu is quite good at counter jungling. He's not a great duelist but he clears camps extremely fast and has some mobility/escape with his q. I would add trundle and ahaco to the "good" cj list as well as chogath to some degree as he has great buff control. Nunu is the best counter jungler currently.
