Ryze, Annie, Nunu, and Ashe

Ashe is probably a tier 2 ADC.

Ryze is a tier 1 AP carry. Nunu is a tier 1 support/jungle.

Annie, not so much. She's solid, but I can't ever remember seeing her played in any tournaments.

nunu and ryze are the biggies here. in s3 jungle nunu can just buy machete and whatever else after that is discretionary spending. ryze is massive OP with the new manamune upgrade, because the toggle applies to his spells as well.

ashe got a bit better with the addtion of statikk shiv, because her poke with passive hurts more, but really she needs a better passive

imo it's the player that makes the champion good until a certain level of play. In low levels (like 1-15) you can play AD Ryze if you know what you're doing and still do fine. It's the same reason why counter picks aren't counter picks if you don't utilize what exactly counters the champion you're playing against.

Annie is outclassed by most mids now, not to say she isn't effective but she is missing range and a flash to make up for her burst and stun. With Ryze provided you can farm well early( depend on enemy laner), seeing scores like 26/2/24 will become very common with the correct build.

Overall champions with more utility that are harder to play i.e. they can miss or just require more user input will cost more IP, but the price does not determine how great they are.
