[Champion-Suggestion] Lance, the Noxian Torturer

Look: Lance should have a gladiatorlike look. In his hand his weapon (a whip) and a protection for his eyes (Drawing coming soon...)

Lore: Lance was a no one, a simple henchman of the noxian terror regime. For twenty years he was nothing more than a torturer for the captives. His superiors utilized him, the stone-coldest known Noxian, to do the jobs others didn’t even dare thinking of. He and his whip became the horror of everyone who was unlucky enough to get caught and abducted by noxian military.
But Lance was never the obtuse tormentor everyone believed he was. He could feel the pain of his own victims, suffered their pain when he lashed them. The only reason for him staying in his dirty work was that he was one of the lucky minority to be discharged from war and allowed to return to his family at the end of the day.
The changing point in Lance’s life was, when a young woman was sent into the torture chamber. Lux’ younger sister was brought to him and Lance was supposed to lash her until she spat out information about the Lady of Luminosity. Seeing the innocent girl on the rack Lance refused to do his job.
But the superiors were merciless. They kept him in the room threatening that his family would suffer on his decision. Lance was torn but his will to protect his family was bigger then his will to maintain his honor.
After fulfilling the torture nothing was the same. He veered away from his beloved and his guilty conscience became worse everyday. With desperation he asserted that he would never be the same again.
When he heard of the League of Legends Lance quickly realized that this would be the only acceptable way for him to come over his guilt. He could take revenge for the things the noxian functionaries forced him to do. And when the lore of Lux and her skills in the League of Legends reached him, his intentions became a whole new spice.

Mechanics: Lance is an AD-Carry with some bonus AP damage. His whip has a range of round about 600 units so that he counts to the highranged champs.

Q – Snakekiller Strike: Lance strikes a small area on the ground dealing 75/110/145/180/215 (+0.66) (http://m) and 10% of the damage as magical damage. If the target is farther away the strike deals up to 50% more damage.
CD: 15/13/11/9/7 seconds
Mana: 50/55/60/65/70 (http://m)
Range: 1200

W – Whirling Whip: Lance whirls the whip around himself knocking back all enemies hit and removing all slows on himself.
CD: 22/19/16/13/10
Mana: 60/45/30/15/0 (http://m)
Range: 300
Knockback Range: 400/650/900 (http://m)

E – Sight Twinge: Lance strikes the eye of an opponent, dealing 40/80/120/160/200 (+0.66) (http://m) physical damage, blinding him for 1/1.25/1.5/1.75/2 (http://m) seconds and then jumping away from him.
CD: 6 seconds
Mana: 80/85/90/95/100 (http://m)
Range: 600

R – Swingback Snap: Lance aims on an enemy champion, following him in the same range for 2 seconds, baring him of using gapclosers. While channeling, a colored (green, yellow, red) bar with a moving mark appears between them. On reactivation the mark stops in one of the areas and affects the damage.
Red Area: The Swingback fails and Lance deals 105/160/210 (+0.7) (http://m) physical damage
Yellow Area: The Swingback fits and Lance deals 150/225/300 (+1) (http://m) physical damage
Green Area: The Swingback fits and Lance deals 195/290/390 (+1.3) (http://m) physical damage
After channeling the 2 seconds without reactivating the mark will stop automatically in the red area.
CD: 40 seconds

Range: 1200

Psv – Whip Cracks: Lance’s basic attacks deal 10 (+5 per level) magic damage to units around his target. With each consecutive strike the damage increases by 10% (max. 60%).
