Actual statistics on how large volumes of skips affect case outcome would be interesting. I would assume that skips based on language differences probably just spend more time in the review system while enough players who can understand the language cast their votes. If the skips are related to a case where you are uncertain whether the case warrants Pardon or Punish, I'd imagine the case will still need the minimum decisions to be cast before it's closed, but the final outcome is likely to be marginally Pardon or Punish rather than Strong/Overwhelming.

Personally, I will skip a case if I am not a user of the language in question.

A translated version only gives you the basic meaning of the words used. It cannot give you the full picture of what was said, as elements such as the context, nuance, slang, and etc. are not accounted for.
