New Masteries are a minefield full of Noob traps.

that alone makes Hardiness better, and hardiness works at EVERY stage of the game
What type of tank won't have over 100 bonus armor?
You can usually end up with 200.

These types of masteries are good and will remain good becuse they are useful in all circumstances.

Percentile based masteries are volatile, and usually just bad. The only good percentile masteries right now are attack speed, CDR and Spellsword, because they give notable returns on their investments.

Conditional masteries are inferior to masteries that give constant benefits, because they are just that, conditional.
Havoc will ALWAYS give you a 3% dmg increase (don't say havoc is good, but where is it occasionally?)

3% MS is actually OP. at least it is hard to get.
Same with 3% LS and SV.
3% less dmg taken is not great, but also not bad.
Wanderer is probably a must have on every jungler that wants to gank.
Legendary Armor is not worthless. Sure it is bit weak (2/4/6% or 2.5/5% would be better) but only early on. If you want to go for mid game or late game, it is good enough.
Perserverance is actually better now.
Safeguard is awersome if you want to tower dive.
Juggernaut is also great.

There are some bad and some situational masteries. But that is what masteries are for. Different situations need different masteries.

The offensive tree got actually worse overall. But defense and Utility are great (some are too strong and some too weak, but nothing is really useless).

u guys are extremely underestimating what the % based masterys do. there is a huge difference between %-stats and %-dmg.

Just giving some final totals of some of the masteries you mentioned

Honor Gaurd 147000 dmg you block 4410. ( that saved your life atleast once

juggernaut- if you had 3300 hp you would get a bonus 825. essential for a tank

Reinforced armor- If by grossly conditional you mean the enemy team has a crit champ like most AD's then you would be right. If the enemy team doesnt have an AD carry I wouldnt take this.

Perseverance is the mastery that aggravates me the most. Why the christ Riot couldnt have just left it as +1 HP/5 per point ... ... ... ... ... ?

Honestly compare full builds please. Your looking at the stats based off of a 100 damage, but thats one hit?

what are you wanting them to do, block 50% without any items. This post is ridiculous

Tank tree wise I have to agree on Perserverance, Legendary Armor, and Good Hands. Not so much the others.

What you're failing to realize is even though each mastery alone is a small increase, once you combine them all + runes they make a huge difference.

Masteries have never been super powerful. They aren't meant to be. They are a small boost meant to be used to compliment your champion's/play-style's strengths and compensate for the weaknesses.

I'm not saying some of the new talents aren't useless, but a lot of the ones you mentioned really aren't that bad.

You also ignored the most glaringly useless new mastery. (Protip: It's Nimble)

P.S. Anyone who's ever done an arena in WoW knows how quickly that 10% reduction on crits adds up.
