The puppet think they have power...
The puppeteer has the real power.
The person with perceived power is usually unaware and ignorant of the way things really are.

"Females neither seek nor desire power to lord over others in the traditional masculine style. The greatest enjoyment for a female in terms of power is using her female wiles; physical presentation and cunning, to take advantage of others and to do with them what she want."

-George Washington

Who knew our first prez was this intuitive on womens power craze

JTF did you just come across that idea (the OP) a little while ago?

Have you never read any literature at all? That concept of female power is as old as humanity.

The first two statements are wrong. If the puppeteer actually held any real power, there would be no need for the puppet. Why have an axe to cut trees down if you were able to do so with your bare hands quickly and efficiently?

The puppeteer holds no real power whatsoever and only in certain circumstances does the puppet hold any actual power. What the puppeteer does is direct the power of his/her puppet; it takes (social?) dexterity and subtlety. The puppet is the tool of the puppeteer; think of a chainsaw. When you wield a chainsaw, you can accomplish a variety of tasks; but you cannot actually cut the various materials with your own hands.

Furthermore if you are clumsy with a chainsaw, you tend to cut off valuable parts of your body which is generally not fun. Likewise, if you are not careful as a puppeteer whispering in your puppets ear like a snake, your puppet may turn the fuck around and (often quite literally) kill you.

Why are you assuming using using your hand would be quicker and easier.
Using a puppet keeps your axe from getting dirty, while still getting your desires results.

Being able to control power, and wield it to your use is having power.
The puppeteer usually need no more power than wanting his personal desires met.
If he can wield the puppets power to do this, that is all the power he need.

If you're a good puppeteer the puppet, nor everybody else is aware you exist.

A true lord has no master, only a court of puppeteers to entertain him

You are at less risk, your grasp on power is strengthened because people do not perceive you as the threat that must be toppled.

If they don't perceive you as a threat, you can manipulate them much easier, because they do not expect it. People are more willing to do things if they think it benefits them, rather than because it benefits the person who is telling them what to do.

Thus, via subterfuge, your power lives longer and is more pervasive. That is much more power.
