Popping his shield then stunning him. Bugged or intended?

Are you sure she didn't use her on next attack stun after pulling herself to you?

Leona just wants to give Noc a hug.
Noc, naturally, is shy and is stunned a woman of Leona's caliber and beauty wants to speak with him.

She doesn't deal damage because of the shield, but the pull proc is on her, not noc. Then you eat the stun. Leona ftw

This.

It takes two attacks to stun someone with leona. The pull is a temp stun. It ends as soon as she stops coming at you. Most are smart enough to have the shield slam stun active before the grab so it goes off as you land.

So the grab pops the shield, which stops the dmg but not the grab, and then you get slammed with Q.

No it's working as intended. The hit from the sword counts as the attack, the stun actually comes second. So ideally the sword pops the shroud then She stuns him when she reaches him. It's technically two attacks.

It's actually a biproduct of Riot having to make the ability so that it is able to hit minions without pulling her to them. The only way feasibly to do that was to make the single ability count as two attacks, and adding a stun to the second attack.....at least that's my theory. A Red would have to clear that up.

Zenith blade is a small root (.5 seconds?) that deals magic damage. Even if you blocked it she'll still pull herself towards you, breaking the shield and allowing her to stun you with Q.

So she pops his shield with Zenith Blade and then stuns him with Shield of Daybreak?

Working as intended.

The whole thing I was confused about is the pull part. I cant think of any other cc that disregards noc or sivir's shield.

If you are getting stunned it is not Z blade. Z blade is an immob so if the word stun is correct you are getting hit with daybreak.
