Is there a certain timer on bans? IE if I don't get reported again for a year or more, will I still face the next step in punishment from tribunal, or will it look to the fact that I haven't been in trouble for a year and give me a lower/even step?

Yes that happens, but it has to do with games played, not time passed (i.e. playing on a smurf account doesn't let your main's ban level drop). Riot doesn't release specific details on how it works so people can't just toe the line and slide by.

Riot goes by the percentage of games you have gotten reported in.
The more games you go without getting reported the lower the percentage of game you got reported in goes.
Riot takes this into consideration.

I beleive you can ask a Rioter for the percentage of games you have been reported in.
