How can one player keep the other 2 in game?

So 2-1 isn't enough votes ratio to surrender. Where's logic in that? 1 dungeon master decides for the other 2 that the best way to spend 20 minutes of their lives is to get stomped by the other team.

Dungeon Master?

Though I will say that it's really annoying when 1 is AFK and doesn't vote-- and he's the reason you want to surrender.

Is the reason really important when 2 don't want to play and only 1 does, but only his vote counts?

It doesn't make sense and it is stupid. The majority, should win the vote. What's really annoying though is when you have someone who is AFK, just doesn't vote, or is a troll and lets the surrender vote finish without choosing and the surrender vote fails with 2v0. What sense does that make?

2 person premade trolling is the reason I think.

Although requiring a unanimous decision also lends itself to trolling and AFK'ers.
