Cedrick, the Reaper of Souls

Hey Guys, I was just toying around with a concept for a champion. Tell me what you think. Don't look too much into the numbers, they are just there for representation purposes. Obviously, I don't have the experience balancing champions. Just look at the concept mainly.

Cedrick, the Reaper of Souls

Appearance: Dark Blue Hooded cloak over Chainmail Armor. Long Black Scythe that glows brighter as more souls are harvested. His physical appearance is very similar to Hecarim, just without the horse.

Passive: Soul Harvest: Harvest a soul whenever a minion/monster within 600/1000/1500/2000 range dies. Whenever an enemy champion dies, Cedrick grants 5 stacks of soul harvest. Harvesting a soul reduces the cooldown of all of Cedrick's abilities by 0.5 seconds. Maximum of 10 stacks.

Q: Soul Strike

Mana Cost: 55/60/65/70/75

Cooldown: 10/9/8/7/6

Passive: If soul strike results in a killing blow, Cedrick is regenerates 15/20/25/30/35 hp.

Active: Your next auto attack will deal 20/20/45/45/60 + 10/12/14/16/18% of the target's maximum hp as bonus magic damage and stun the target for 1.5 seconds.

W: Soul Transfer:

Health Cost: 15% of current hp.

Cooldown: 24/22/20/18/16

Passive: Increases Armor and Magic Resistance by 2.5/3/3.5/4/4.5 for each soul harvested.

Active: Heals an ally for 10/12/14/16/18% + (0.03 AP) of their maximum hp and grants them 15% movement speed for 3 seconds..

E: Consume Soul:

Mana Cost: 80/90/100/110/120

Cooldown: 20/18/16/14/12

Passive: Increases health regen by 0.5/1/1.5/2/2.5 for each soul harvested.

Active: Release all souls harvested to heal nearby allies for 10/14/18/22/26 + (0.05 AP) for each soul harvested.

R: Nether Army:

Mana Cost: 200/180/160


Passive: Generates 1 stack of soul harvest every 12/10/8 seconds. This passive is affected by cooldown reduction.

Active: Releases all souls to haunt the battlefield for 5 seconds. The souls seek out enemy champions, slowing them by 20/30/40%. The souls explode after 5 seconds dealing 30/50/70 + (0.2 AP) magic damage and fearing enemies for 2 seconds.

Cedrick would be played as either a toplane or support. In top lane, he has decent sustain and can put out reasonable damage with his Q which is naturally great against tanks. As a support, Cedrick benefits from his passive which allows him to sustain his adc while zoning out the enemy. As the minions die(both ally and enemy), his cds lower, which makes him an excellent choice when wanting a push composition. His ultimate is an amazing initiation tool. Cedrick releases his harvested souls, temporarily weakening himself, but as soon as enemies start to die, He rapidly refills his stacks and his cooldowns refresh faster allowing him fight longer and sustain his team throughout long engagements. Chain-stunning targets with his Q gives him decent damage and disruption.
