You assume that there are only two sides. That is wrong. There are eight city states. Demcaia, Noxus, Bandle City, Piltover, Zaun, Freijoid, Bilgewater, and Ionian. They all are independent and have their own interests.

There aren't really champions that serve for any particular "side". Garen might represent the interests of Demacia, but he can be summoned by literally ANY summoner. Even Noxians may choose to bring him out in a fight if they think it'll give them an edge. "Neutral" summoners are only neutral in the sense that they aren't nominally aligned with any one cause.

I feel like you're a DOTA player where there are 2 factions fighting against eachother in every battle. In League, each fight isn't like Demacia vs Noxus or something, it's Blue vs Purple. THAT'S IT. They are not opposed factions or anything, they are simply teams.
