Wow.....alright, that just put a boot to my face. Shot in the dark here....but have you tried repairing your installation? When you launch the game, instead of clicking play, click the little cog in the upper right. Within that menu there is a Repair option. Also, disable your internet security/antivirus and see what happens.

I've tried doing a full on uninstall (Revo Uninstaller) and reinstall. I will try a repair when I get home in a little while. Disabling the firewall causes no change and I will try disabling my anitivirus when I get home as well.

If the complete re-installation didn't resolve it, I highly doubt a repair will. The Netlogs being blank makes me believe the request are being halted at your system, and not the ISP, there should be something. This is usually a firewall or the Anti-Virus being super active.

Try disabling the AV software completely and see what happens.

I think I do recall Malwarebytes saying it blocked some connection from PMB.exe. Could that be it? I have no idea what Pando Media Booster does for/with LoL.

Alrighty the problem is back again. It was gone for a while after I added pmb.exe to Malwarebyte's ignore list, but then started surfacing yet again, and is back to its old consistency. Totally exiting Malwarebytes did not help. This time I actually have some network logs that may be of some help to you.

Attached are my most recent 3 network logs where this problem is occurring. Malwarebytes was exited and so was MSE. Skype wasn't running either (as it kept running into those problems).

What now? :C

I had a similar issue what I did and what I would recommend would be call ur net provider (whoever u pay ur bill to) ask them if u can speak with a tech who can help u with port forwarding for a game u want to play.... (sometimes they block certain ports on their end and may place a firewall up they do this for multiple reasons one example is if they believe u have a virus they will block ports and they do this by defualt sometimes as well) write down all the ports u need forwarded and give them to the tech let THEM put them all in also ask them to disable ne firewalls u may have on ur ROUTER.... see if this helps ne?!? gluck!

Required Ports:

Each of these ports must be forwarded for League of Legends to operate properly.
5000 - 5500 UDP - League of Legends Game Client
8393 - 8400 TCP - Patcher and Maestro
2099 TCP - PVP.Net
5223 TCP - PVP.Net
5222 TCP - PVP.Net
80 TCP - HTTP Connections
443 TCP - HTTPS Connections
8088 Spectator Mode
