Tesla is a champion that is all about zoning the lane. He does this by pushing hardand keeping a constant AoE up in the lane. Tesla can also increase the effectiveness of his abilities by using his W. Let's get into abilities:

Innate: Static

Every time Tesla casts an ability he gains one static charge. At 4 charges, his next auto-attack will snare the target for 1.5 seconds.
This is a pretty straight forward ability ability. This helps Tesla zone the lane because no one wants to get caught in his AoE for longer than they have to. It can also help secure a kill for a jungler if they gank.

Tesla fires out a skillshot, dealing 60/105/150/195/230 (.2 AP) magic damage to the unit hit then bounces to four nearby units(prioritizes champions, can not hit same unit twice)

If there is a Tesla Coil close to the unit hit by the third bounce, it will bounce to the Tesla Coil, refreshing the amount of bounces. (can hit same units again, deals half damage, can not proc off same coil twice on one Q)
This allows Tesla to constantly push his lane, forcing the enemy to fight with his tower for last hits. It can also hit the enemy champion up to four times (2.5x damage), causing them to be more cautious in lane.

W: Tesla Coil

Tesla plants a Tesla Coil at target location (ammo system, max 3 at a time). The coil deals 10/20/30/40/50 (.05 AP) magic damage per half second. If an enemy is hit by 2 tesla coils, they take 15/30/45/60/75 (.075 AP) damage. If an enemy is hit by all 3 tesla coils, they take 20/40/60/80/100 (.1 AP) damage.

Tesla Coils have 300/350/400/450/500 HP and last forever.
This is Tesla's core ability. This is what allows him to zone so well and increase his other abilities strength. If they stand in a Tesla Coil's range for an extended period of time, they will take more damage than they will want to put up with.

E: Electric Shift

Tesla creates a field of electricity in front of him, dealing 40/80/120/160/200 (.2 AP)
magic damage. After 1 second, the electricity surges toward Tesla, carrying all enemy units caught inside toward him.

If a Tesla Core is inside Electric Shift, all units will be slowed in that Tesla Coils range by 10/15/20/25/30%. If there is two Tesla Coils effected hitting the same person, the slow will be 15/22.5/30/37.5/45%. If there is three Tesla Coils effected hitting the same person, the slow will be 20/30/40/50/60%. Slowing effect lasts for 3 seconds, and a champion is not slowed after leaving coil range.
Again, this ability helps Tesla zone. If someone is pulled into 3 Tesla Coils and then snared for 1.5 seconds, they already take 3 ticks of damage. If they are slowed because this ability hit a soil, they take even more damage total.

R: Thunder Strike

If Thunder Strike hits a Tesla Coil, the Tesla coil becomes super-charged for 3/3.5/4 seconds, dealing 25/30/35% increased damage and has a 20/25/30% increased range.
( The bonus damage effect of the ulti is not reduced when someone is effected by multiple coils, only the W reduction rate applies.)
This ability is what makes Tesla's combo possible. You pull the enemy in (E) towards your 3 coils, snare them for 1.5 seconds (Innate), stun them for 1.5 to 2 seconds (R), and have your Q bounce between them and your 3 Tesla coils. This will get at least 3.0 to 3.5 seconds of free damage on your coils.
