[Champion Concept] Tessa, the Twin's Spark

Tessa looks like an older version of Annie, meaning if we assume Annie is around 5 or 6, then Tessa would be around 13 or 14 years old. She has jet black hair wavy hair that she wears completely down, and electric blue eyes that emit a very faint trail of magic (like Ryze's eyes but less apparent). She wears a dark/navy dress that resembles a sundress, and the dress has shimmering gold lightning patterns all over it. Her weapon is a crude-looking wooden wand in the shape of a lightning bolt with small, faint blue runes engraved all over the length of the wand. She wears simple leather sandals and has lightning shaped earring that are a bright gold.

Tessa is a Mage with a high capacity for burst damage, but also a great sustained damage as well. Her abilities can combo together in a variety of ways to increase either her own damage against a single target or her team's damage against their enemies.

Innate: Static Buildup
Tessa's damaging abilities give her enemies a debuff that increases the amount of damage that they take for a few seconds.

When Tessa damages an enemy champion, she gives them a charge of Static Buildup, which increases the amount of damage that they take (both magic and physical, but NOT True damage) by 0.5% for 3 seconds, stacking up to 10 times (5% increased damage).

Q: Jumping Spark
Tessa fires out a small charge of electricity, dealing a small amount of true damage to the target and bouncing to other nearby enemy units.

Tessa fires out a small bolt of lightning, dealing 20/30/40/50/60 (+8% AP) true damage to the target and bouncing up to 4 times to nearby enemies (5 total targets hit), and can strike the same target multiple times. Prioritizes Champions that have NOT been hit before bouncing back to the same champion.

W: Charge Field
Tessa creates a field of electrical energy at the target area, dealing damage to enemy units within it and slowing them for a few seconds.

Tessa creates a field of electrical energy at the target area, dealing 60/85/110/135/170 (+35% AP) to enemy champions withing the field every 1.5 seconds, and slows them for 8/11/14/17/20% while inside the field. Lasts for 3 seconds.

E: Thunder Coil
Tessa deals damage to a target enemy Champion and marks them with a coil of electricity, causing enemy Champions that walk near them to take a percentage of the damage they received.

Tessa marks an enemy champion with a coil of electricity, dealing 80/120/160/200/240 (+45% AP) magic damage to them, and causing them to deal 75% of the damage they received to other enemy Champions that walk near them. Applies Static Buildup to secondary targets as well.

Jump Damage Range: 300 (around the affected Champion)
Cooldown: 18/17/16/15/14

(Ultimate) R: Overcharge
Tessa charges up the static energy on all nearby enemy Champions and causes it to overcharge, dealing extra damage based on the number of charges on the targets, while also temporarily increasing the number of charges on effected Champions.

Tessa charges for 1 second, then explodes the static energy on enemy champion around her, dealing 50/75/100 (+50% AP) magic damage, increased by 1% per charge of Static Buildup on units within the range. All enemies affected by the ultimate (regardless of charges before the spell) will receive 30 charges for 1.5 seconds, causing them to take 15% increased damage as opposed to 5%.

Note: The damage increase per charge of Static Buildup stacks with the amount of damage increase from the already existing charges, leading to a maximum of 15% bonus damage on the ultimate.
Tessa never had the best childhood. For one, her parents weren't exactly the most protective pair that a child could have hoped for, along with the fact that as a baby she was dropped into a vat of chemicals in her parent's lab in her hometown of Zaun. After being dropped in the vat along with her twin sister Gemma, Tessa developed some rather startling powers after being left out to dry near an electrical coil in the lab.

As Tessa grew older, her affinity for everything electrical became very apparent, and somewhat annoying, as anyone she stood next to or touched would be mildly shocked, causing quite a problem once she hit those crucial teenage years. Not being a very popular child with her strange clothes and lightning-shaped stick that she carried around, the other children taunted her constantly, even her sister, who was fairly normal by Zaunite standards. Furious with her peers, Tessa began to study the arts of magic in hopes to control her powers, and she succeeded far more than anyone had expected.

Finding a teacher in Zaun wasn't too difficult, granted that the "wizard" could use her in his lab experiments, but needless to say Tessa was able to harness her power into incredibly dangerous, focused bursts of electricity gathered from the very air around her. She engraved runes into the branch she carried, making it both indestructible and causing it to act as an amplifyer for her powers. Tessa ventured out to the League of Legends to shame those who taunted her and prove to herself that she is in fact the mage she wants to be,

Your q makes irelia's look like a joke she was nerfed several times for it you may want to take a look at her and base it around the same also the cool downs are far too good for such an ability.

Your ultimate rivals darius's. An ap version is interesting but may become a bit overpowered since ap is easier to build.

Other than that good champ concept.
