It needs to be completely removed. It's a ridiculously overpowered item and no amount of nerfs can make it a balanced item if it deals percentage health. No amount of charges can limit it, especially when it recharges per 1 second. If that's the case you may as well remove charges because they're not even a factor.

If you have 2000 hps and say 55% magic resists total it will 45 damage over 3 seconds. That is a whomping 15 dps... so OP. It says magic damage, not true damage. The problem I see with the item it is too cheap for the amount of bonuses it gives. 250 hps, 70 ap, 15% cooldown, and 20 spell penn is already like a perfect item for how cheap it is. the extra dot is just the topping on the cake.

It's getting a nerf. But lets be glad it doesn't stack. As of right now, it's just op on certain champs. With actual bursty, long cd aps, its dot is nediocre, I think.

Part of the issue is they changed it to deal damage based on maximum health rather than current health. The problem is %hp is always either underwhelming or overwhelming. It's tough to balance in a game like this. Right now it's blatantly overpowered. The way it was before was blatantly underpowered. There's really no middle ground for a %hp item, so I agree - it needs to be either remade or removed.

Currently, its strength comes from your own ability to refresh it and stay alive while it eats away at the enemies. Champions like Amumu, Cho (spikes proc it) and Singed are ridiculously good at this. It's far less useful to a bursty, squishy mage. "Pokers" are another story entirely.

The whole idea behind the item was to give mages something to counter all the bruisers on TT, but it just made the tank/tanky mages that much more powerful. The squishier ones having problems don't really benefit from it.

You may wish to avoid using such strong and offensive language. It makes you look worse when it turns out that, for example, the Blackfire Torch's burn is magic damage and will be mitigated by MR.

It's helpful for burning town beefier targets, but for raw burst, there are better choices to unleash a better frontload. It's strongest as a poke item.
