Sorry to say, but I kinda find those threads quite funny.

This item (likely along with the melee version) gets countered so easily if people get used to seeing it ingame.
Not by magic-resist or armor, no.
Simply by walking.

The aoe-radius isn't huge. Players will be aware to keep distance to each other when they see a champ that uses it nearby.
The main strengths of Hurricane will be fast wave / jungle clearing.
It -can- be useful in teamfights, if either your team knows well to CC the enemies together, or if the enemies are bad at coordinating themselves.

Of course players won't learn from one day to the other to change their 'sticking together' during encounters with the enemy, if that item is being used.
It's something that evolves over time and increasing experience of the players with situations that need to get used to.

The only team composition you would buy this item in is an AOE team fight and/or split push one. In both cases, the item has some fairly insane abuse potential.

It helps some carries become "AoE" (Twitch, Miss Fortune, Corki, Caitlyn, Graves, return of AD Kennen?, Kog'Maw) while others are more single-target damage oriented, or you can itemize for AoE domination on those carries vs. shredding 1v1s.

Hurricane gives massive ASPD and also allows you to apply any sort of on-hits to multiple people, which allows you to generate stacks super quickly (Caitlyn, Kennen W, Graves E) or debuff entire teams (Miss Fortune W, Twitch passive) but at the sacrifice of Crit chance and mobility from Phantom Dancer.

It's also really good on on-hit type champions, such as Malady-Wit's End-Hurricane Teemo, because you'll be dealing much more damage with the on-hits than you will with your AD.

You can also push insanely well with it, so maybe even Sivir will get it if she's going to splitpush solely.

EDIT: Forgot Varus as one of the AoE's :[
EDIT2: Which is to say it's an alternative to Phantom Dancer. Right now the only 2 carries that don't build PD are Ez/Corki because TriForce is better on them. Now other carries have an option that isn't PD. It also applies the passive from Dorans to each target I believe, and also Lifesteal. So BT rush + Hurricane seems like a very nice option for some carries.

You know why I love this item? Now scrubs and idiots in normals/drafts/low ELO ranked will finally ****ing learn to target the adc.

Because it's an ultra niche and ultra mediocre item even with the ability to apply on-hit abilities....if it didn't apply on-hit effects no one would even remotely consider getting it.

Teemo's damage is a DoT right? Every hit he gives to enemies refreshed the DoT. The initial damage isn't that different from a 100-200 autoattack plus the malady's bonus magic damage.

Not really. If you look at the scaling, a mid-level AP/high AS Teemo (exactly what Runaan's will encourage) will do many times more damage with the on-hit component of Toxic Shot than the after-DoT.

Toxic shot can't really be nerfed though. The damage and scaling is needed to do AP Teemo as an ADC. I imagine they are going to reduce the damage of on hit effects proced through this item if this is not intended to help champs that use on hit effect as much as it is now.
