That's one way of looking at it. Another is that they don't have enough damage to have an impact on the short period of time they'll survive in a team fight.

Making it so there's no such thing as melee carries, only bruisers, isn't a solution to the melee carry problem.

Have you seen a Vayne with this thing? The Kog'Maw she attacked didnt even get to attack her. That's how fast he died. Rengar should be interesting with this thing too. Pretty much anyone who adds bonus damage to his attack with either an on-next-hit ability or gets bonus ad is going to blow up his target.
