never understood the wave timer concept

would streamline things alot if respawn timers were like SR, so you know you have roughly X seconds after you kill an enemy to push an objective, b, or do whatever without having to bring up the scoreboard to check whether they lucked out or got screwed by the wave timer mechanic

I personally am fine with wave respawns, but the comeback mechanics need to go.

Wave respawn, if it's going to stay, needs some sort of range. Bot lane shouldn't have a 9 second respawn timer just because someone on top happened to die a little before that. It makes kills feel like they have arbitrary value and introduces really weird combat incentives, like trying to get everyone low then killing them simultaneously.

This. The +2/-2 comeback is fine as long as its working as intended. The wave respawns make it nearly impossible to accurately predict how much time an enemy will be dead for. +2/-2 can be accounted for pretty easily. Minus ???? is a bit much.
