Kills need to stop giving experience and gold

So I know right now you get more gold for kills on champs who have not died that often. Maybe instead of this, change it to reward more gold for teams who are behind by some x-amount of points (prevent stupid things like purposefully delaying first caps, but still make it viable to comeback if you are behind).

Ex, team B is behind by 100 points, last hit kill gets +100 more gold, assists +50 more gold. Team A is ahead by 100 points, keep gold/kill as is. This way the advantage only goes to the team that is behind and doesn't make it out of hand by punishing the other team outright for being ahead (for example reducing the amount of gold they would get/kill). Could allow for better comebacks with large point disparities, and not mess up close point matches.
