u wont haveta worry about either of them.

theyll have the tear still fill on their current stuffs - even teh transforms and mana-less spells.

Say Anivia (when egg passive is available) is being attacked, when is Seraph’s Embrace's passive going to activate? While Anivia is still in bird form before she turns into an egg or while she is in Egg form?

Potentially - but look at Singed's viable alternate: Rod of Ages, which gives him a similar amount of Mana (800 vs. 1000) and similar stats. While enabling tears on Singed might push him over the top - it wouldn't push him any more so than getting a fast Rod of Ages would.
After FON removal, singed will have a hard time buying items, since he needs the speed, magic resist and HP regen which all of them complemented the kit.

maybe you can increase the cooldown to 9 seconds and triple the mana gain to 12 and 15 per charge?

this way, more bursty mages with longer cooldowns will actually profit from it and not only sustained casters like ryze, cass or karthus who constantly spam their abilities and are shure, to trigger every possible charge.


if the cd and mana gain would be increased more, champions with longer cooldowns wouldnt take longer to charge the items and tear or aa would be as effective on them. one of the main reasons, why tear always was a horrible item choice on burstly mages like lux, gragas, veigar and similar champs was, that they take forever to charge the item with their long cooldowns.


since your goal is to increase itemization options for everyone, this would go a long way.

Are you nerfing singed or tweaking singed??
If he is able to finish that last item he will be a monster. 60AP + 25% of mana as HP + 3% of mana as AP + plus a shield on a 125sec cooldown + defensive ulti. On a champion who normally builds catalyst.
That sounds really broken late game
