Really, there's only four effective differences between Barrier and Heal:
1. Heal affects allies
2. Heal is permanent, whereas Barrier is temporary
3. Heal can be mitigated
4. Barrier is pre-emptive while Heal is reactionary

1 and 2 are clear superiority for Heal.
3 is a clear superiority for Barrier
4 can go either way, but I'm tempted to lean it in Heal's favor as it takes less judgement to be reactive, and deprives the enemy of an opportunity to reactively counter you.

And as some others have expressed, I'm all in favor of broadening the spectrum of actually useful summoner spells.

After going against a few teams on TT with this spell, seeing how hard they can be to kill, I'm thinking I might just start taking this spell if it makes that much of a difference.

If it can even make squishies hard to kill, it must work wonders for tanky champs.
