Kog Maw -

Q - Skill that does damage, scales fairly well, and lowers armor
W - Skill that gives 5% aspeed per level passively starting at 10% at level 1, when activated gives % damage
E - Large area slow and AP damage
R - Huge range spammable nuke, delayed

Passive - Makes him a bomb after death, essentially makes sure he gets at least 1 kill per death.

TF -

Q - Low damage skill shot with insane range, scales poorly
W - Skill that gives him either an AoE slow which is fairly powerful, A weak single target stun, or a damage attack that gives back some mana- note, opponent can see which one you are going to use, and you are forced to use it on your next attack
E - Gives him 3% aspeed per level, as well as makes every 4th attack do extra damage
R - Gives him a teleport to anywhere, while revealing enemies- LONG CD

Passive - 2 extra gold per kill

Lets compare shall we?

Kog Q to TF's W-

Q- more damage, easy to use, lowers armor!
W- Less damage, very difficult to master, can cause a brief stun, slow, or return mana

Kog W to TF's E-

W- level 5 gives 30% aspeed, and 6% damage (The damage is activated)
E- level 5 gives 15% aspeed, and an extra bit of damage every 4th hit (Completely passive)

Kog E to TF's W-

E- Slows, AoE, long range, slows even after casted, fairly effective slow
W- Can slow, hard to master, AoE, fairly ineffective slow

Kog R to TF's Q-

R- Longest ranged skill in the game (aside from globals), Does decent damage, spammable, soaks up mana, skill shot- delayed
Q- Very long range, fairly weak, not spammable, easy to dodge skill shot

Kog Passive to TF's Passive

Kog- Nukes after death assuring a kill
TF- 2 extra gold per minion kill

IMO- something is wrong here.

(Note, I compared the skills that were most similar with each other)

EDIT: One thing TF has a clear advantage of- Mobility

You can't compare these two it'd be like comparing Veigar to Ashe

Why are we comparing two champs 1 receiving a nerf to one who isn't and also both often serving different roles.

How do they fulfill different roles? Both are ranged AD carries?

TF Works in certain compositions where kog maw wouldn't work.

TF's poke game from the WCG finals first match vs CLG, for example.

for that reason, why would you compare champions? They're all unique
