I think its 1:0.5 until 50%. Then it's diminished and caps at 70% or something.

to counter magic resistance you have the following options:
9 Mpen from the red rank 3 runes <------ this is good
5 Mpen from the Purple rank 3 runes <------ this is not so good (you can get better bonus to other stats)
20 Mpen from sorcerer's boots <------ this is good
20 Mpen from Haunting Guise <------- this is sometimes good, sometimes unnecessary
15% Mpen from Talents <------- this is REALLY good
40% Mpen from Void Staff <------- this is sometimes necessary, some times optional

the calculations are like this: (their MR - your FLAT Mpen) x (100- your Mpen%) = their True MR
Damage = ability damage x (100 / 100 + True MR)

so if they have 100 MR
your spells deal 100% x (100 / 100 + 100) = 50% damage
if you then get sorcerer's boots
your spells deal 100% x (100 / 100 +80) = 55% damage

in a matter of non-mathematics you should get the 9 Mpen from runes and then sorcerer's boots, that will grant you 29 Mpen and it will make your spells deal maximum damage to everyone that does not stack Magic Resistance. if every opponents gets Mercury Treads then you can get Haunting Guise or Void staff and you will still deal high damage to them

I just wrote a long thread on this in relation to armor. MR works the exact same way except with spells.

Might be worth a read. Just replace Armor with MR and arpen with magic pen.

Ever since they changed the magic pen calculation I don't like mixing my flat magic pen with void staff anymore. =[

I normally just hit up a void staff and mobility boots now whenever I know they'll be going MR.

If we're really physical heavy and I don't see them stacking much MR then I can safely go for flat magic pen.

Well, the change isn't that bad. It just makes your Magic Penetration about 10 weaker, given that you have Archiac Knowledge.

Let x be the amount of MR. Assume you have Sorc Shoes, Void Staff and Archiac Knowledge

Effective MR = (x - 20) * 0.51
= 0.51x - 10.2

Compared to the old Penetration:
Effective MR = 0.51x - 20

It barely matters when they stack large amounts of MR, though.

Exactly lol, why waste gold on flat magic pen that's cut in half. =p

Cutting their MR in half is decent enough anyway.

mr / (100 + mr)

if someone has 50 mr: 50 / 150 = .33 = 33% resistance.

if someone has 150 mr: 150 / 250 = .6 = 60% resistance.

easiest way to explain it. works the same for armor.

Pretty much the formula here is right.

The new penetration system factors in flat before percentage...so it actually self cannibalizes value to get both.

You don't get taken off of your "build" when you build around your enemy.

Besides, bombs are more for squishies anyway, tanks are supposed to be difficult to kill by purpose.
