After some thought, I've made a change to Sealing Arrow into the following:

Q -- Sealing Arrow
Kagari fires an arrow tied with shide tassles as a linear skillshot. This damages minions it passes over as well as the first enemy Champion it strikes. The first champion struck is knocked back a moderate distance and silenced for 2 seconds.
-- Incapable of knocking enemies over terrain barriers.
-- Each minion it passes through reduces its damage on the next minion or enemy champion it hits.

The silence gives it some new mechanic, but she's got so much CC that counter play against her seems difficult in my opinion. Silence even for 1 second is pretty damn huge.
Also, my support, Chai - the Tea Lady, doesn't have big breasts or a mini skirt either. She's also Asian oriented, but I luv your ideas. We always need more archers.
Overall, I think she'd be a pretty decent assassin almost at a distance.

Nice, I like the concept, and I'd definitely play her. I have really no helpful feedback other than encouragement. C:

Would she look like that? Or did you have a different hairstyle in mind?

I don't see a reason to change it.

Purple hair needs more representation.

Due to its location high in the mountains of Ionia, the Wawku Shrine was largely left alone during the Noxus-Ionia war. However, it was not spared from the aftermath. Following the destructive conflict, thousands of survivors and pilgrims from the war-ravaged citystate of Ionia flooded to Wawku and other shrines seeking salvation, protection, or strength to face the tragedy of war. Because of this, though she never fought during the conflict--Slave to her duties as maintainer of the shrine--Kagari is no stranger to the destructive might of Noxus.

After seeing and hearing about so much suffering caused by the armies of Noxus and their ally Zuan, Kagari placed her protege in charge of the Wawku shrine and went on a journey of her own. First, she traveled Ionia, healing the injured or providing funerary services to those who were lost. This only steeled her resolve, however. Eventually, Kagari eventually found herself drawn by her gods to the Institute of War. Here, she believed, she could employ the gifts of her shrine to oppose Noxus more directly.

Auto-Attack
Kagari fires arrows for her auto-attack, with roughly the same attack range as Ashe or Varus.
-- The bow (or Yumi) is a traditional weapon for Shinto practicioners
-- The Yumi is known as the world's largest bow, dwarfing the European longbow at over 2 meters
-- The art of Japanese archery is known as Kyūdō
-- The Yumi differs from European bows in that the forward hand grip is not at the center of the bow's curve, which can be represented in Kagari's shooting form to help differentiate her from Ashe (a traditional European longbow) and Varus (who fires in a horizontal style)

Passive -- Lethal Harmony
Above 50% health, Kagari receives bonus armor and mana regeneration. Below 50% health, this is replaced with a bonus to all damage and health regeneration.
-- This makes Kagari more resilient when she's in good condition, while making her more immediately dangerous as her health declines.
-- It represents a shift in balance from defense to offense, one of various representations of Yin and Yang (Another representation of this in League is Akali's passive). The Armor/Mana Regen buff can be called Harmony, while the Damage/Health Regen buff would be Strife.
-- If any heal or Kagari's health regen pushes her above 50%, the buff will switch from Strife back to Harmony. Likewise, any damage that pushes her below 50% switches it from Harmony to Strife.

Q -- Sealing Arrow
Kagari fires an arrow tied with shide tassles as a linear skillshot. This damages minions it passes over as well as the first enemy Champion it strikes. The first champion struck is knocked back a moderate distance and silenced for 2 seconds.

W -- Divine Talisman
A ranged skill. Kagari throws an ofuda talisman at her target and incites an effect through her divine powers.
If cast on an enemy: Roots the target for 1 second, followed by a 2 second slow. Deals a small amount of base damage, has a good AP ratio.
If cast on an ally: Heals the ally for a set amount, plus a bonus based on AP. Also cleanses 1 negative effect.
-- Defensively, is a good Support skill with an effect no other League Champion possesses.
-- Offensively, offers decent poke and if backed by AP, becomes Kagari's primary damage-dealing spell.
-- Cleansing effect is less than that of the summoner spell, which cleanses ALL negative effects and prevents them from being applied for a few seconds.
-- This is the only ability in Kagari's kit not disabled during her ult.

E -- Persuasion Needle
Kagari fires a cluster of arrows in a narrow cone, inflicting damage on everything caught in it. Reduces magic resist for 3 seconds on all targets hit. Targets struck with multiple arrows receive additional MR reduction.
-- Something of a combination between Ashe's Volley and Grave's Buckshot, with its own effect.

R -- (ult) Great Barrier
Kagari seals a targeted enemy inside six impenetrable walls of divine power, inflicting Suppression for 1/1.5/2 seconds. When the Suppression period ends, the Barrier implodes, dealing Magic damage.
-- Disables Kagari's attacks and (most) abilities for the duration, just like Warwick or Skarner's Suppress effects. The difference is Kagari can do it at range.
-- Potential alternate name: Dai Kekkai.
-- Kagari should strike an Onmyodo pose for this. She could call out the Shinto sealing chant during the duration, too.
-- Roots Kagari in place for the duration, similar to Malzahar's ult.

Further Notes
-- Onmyodo is a now-somewhat-rare shinto practice that is all about protection or defense against evil spirits, including imprisoning or exorcising said spirits. There's a lot of gesture and symbolism that goes with it which can provide a lot of flavor to this champion.
-- The closest thing League has to a priestess is Soraka, who is more like a fallen god than a proper priestess. And since I'm a bigger fan of Shinto than other priesthoods, plus Shinto is more known for "battle" priests, a shrine maiden felt appropriate.
-- Plus we always could use more supports.
-- The techniques used to craft a laminated bamboo Yumi haven't changed in over 500 years. It is still considered the 'perfect bow', and a traditional laminated bamboo Yumi has the same performance as a modern day carbon fiber composite bow. This is a weapon that has an extreme amount of power and accuracy despite its simple construction.
-- One weakness is the lack of escapes; all she can do is push a pursuer away if she is trying to run
-- Potential special interactions with Void monsters, Shadow Isle champions, undead champions, and/or Nocturne.
-- What's this?! A female Champion without huge breasts and a miniskirt?!
-- Dance: Tohoku Zunko -- Galaxias

If you're going for the whole ying and yang concept, why not simply engineer a passive and spell system that goes by the concept of whether she's at 50% above or below health. Such as spells she would use would use one effect while above half health, and when below half health they drastically change so as to give the players a shot at learning how to be attune to being above or below health when the situation calls for it.
