Look and lore:
Plyixia is a undead Yordle cyborg. She wears a suit which covers half her face and most of her body. She is taller than most Yordles as her suit allows her to stand higher.
She was once one of Heimerdinger's apprentices, while all at once being a secret follower of the Veigar, the dark one. She built her technologies during the day and practiced dark fire magics at night. Eventually her love of both crafts came together to form the suit of armor that was also a great weapon. However the suit was discovered by one of Teemo’s many scouts, and identified as a dark object. Once discovered as a traitor to her people, Heimerdinger and Teemo made plans to capture her. Plyixia had no choice but to abandon her city with nothing but her suit of mechanical armor. She headed for the only person she could find solitude in, Veigar. However once Veigar heard of her failure among his former people, he dispatched her, draining her life energy to nothing in order to build his own power. Plyixia’s suit did not just contain mechanical parts, but also was reinforced by the powerful dark magics which Veigar himself had taught her. The magics revived her, but not wholly. She found that the suit was now fused with her body, and that her hunger for the life energy of others was unending. Determined for revenge against the Yordles that had betrayed her so, she headed for the one place where they were to be found and also where her monstrous mockery of life would be accepted, the League of Legends.

Plyixia uses a heat based resource. Similar to Rumble; if she does not gain heat for 4 seconds she starts to lose 5 heat a second and then 10 heat 2.5 seconds later. However she does not gain heat per spell cast unless specified.
Abilities and Passive
Passive: Heat of Life; Whenever Plyixia reaches 100 Heat, her cooldowns for the shifting abilities reset and she switches to Alive form. She gains (.5 AP) per point of heat until it is vented. She does not lose heat passively.
Q - : Recharge: Cooldown 8/7/6/5.5/5/4.5 seconds.
Plyixia pulls 30/35/40/45/50 (+.2 AP) health out of a target enemy. The energy flows toward Plyixia dealing 50/65/80/95/110 (+.5 AP) damage to all enemy targets it hits. Plyixia gains 5 heat for each enemy hit.
Alive form - Overcharge: Costs 50 heat. Cooldown 4 seconds.
Plyixia burns the target enemy champion for their current mana. Dealing 50/60/70/80/90 damage (+.5 AP) (+.5 Enemy Current Mana.) Does additional damage base damage of 30/40/50/60/70 to enemies with a mana of 0.
W - Absorption: Cooldown 13/13/12/12/11 seconds
Plyixia shields target ally for 50/55/60/65/70 (+.8 AP) for 5 seconds. Plyixia gains 5 heat per attack blocked by the shield.
Alive form - Dispersion; Costs 50 heat Cooldown 10 seconds
Plyixia creates a burning orb minion for 6 seconds. The orb is slow moving and damages nearby foes for 10/20/30/40/50 damage a second. If the orb makes contact with an enemy champion or after the end of the 6 seconds it explodes dealing 80/90/100/120/150 (+.6 AP) damage to all near it. When the orb explodes the cooldown resets.
E - Emancipate: Builds 25 heat; Cooldown 15/14/13/12/11 seconds
Plyixia sucks the energy from an enemy champion dealing 50/70/90/110/130 (+.5 AP) damage. Plyixia gains 10%/15%/20%/25%/30% movement speed for 3 seconds.
Alive Form - Immolate: Costs 50 heat Cooldown: 6 seconds
Plyixia creates an area of molten ground for 5 seconds, slowing enemies by 15/20/30/40/50%. Enemies become rooted if they do not leave the area after 3 seconds. Enemies take 30/40/50/60/70 (+.5 AP.)
R - Annihilation: Cost 80 heat; Cooldown 105/90/80 seconds
Plyixia blasts an enemy for 100/150/200 (+.80 AP) and begins draining that enemy of their life energy dealing an additional 5/10/15 (+.1 AP) damage a second for 10 seconds. Plyixia gains 25 heat per tick of damage.
Another evil yordle? I like those odds! regardlesss, let's start this review seriously.
Name - I'm not entirely sure how to pronounce it. Do you read the "ply" as you read the word 'fly" or like the word "plea"?
Lore - Interesting story. For Heimerdinger to have followers makes since since he founded the Yordle Academy, but I'm pretty sure Veigar is a loner that wouldn't share his dark teachings with anymore. The whole reason Veigar became "the Dark One" is because has was very remote from his Yordle kind. Yordles require much more interaction than humans to maintain themselves and they are very pure by nature, so why was Plyixia attracted to black magics so much?
Role - I'm assuming this character is just a ranged mage?
passive - Somewhat interesting and makes sense. Your explanation is fairly clear.
your QWER skills are ridiculously weak. Your ultimate is not much stronger than Annie's Q in terms of damage. But weaker because Annie can use her Q 20 times while your ult is on cooldown at max level. You need to seriously scale up your skills. Take other mages in the game as example from the LoL Wiki.
Also, your champions resource makes it so you can have 100 heat throughout a battle without a negative side-effect, which is unfair really. Rumble is unique because his gameplay is most effective when he can maintain his Heat in a certain range know as the Danger Zone, when the meter is yellow. During this time Rumbles skills are enhanced but overusing them in this Danger Zone causes him to overheat, making him lose access to his skills. This is because his resource is being realistic to the fact that overheated machines become impossible to work with and do not operate efficiently. This also sends his Heat back to 0, which means he has to build up his Heat all over again to get back in the Danger Zone where he is at his best.
Your version of Heat is a sort of combination between Heat and Fury. You gain Heat by using skills like Rumble, but also through basic attacks like Trynd, Renekton and Shyvanna. Let's skip the fact that Heat becomes naturally vented into it's surroundings, which means there's no sense that your Heat is not vented unless using skills. Keeping a machine under a state of overheat for a prolonged period of time, will logically cause a meltdown and the destruction of said machine or at least a malfunction in one of its parts. This is why Rumble loses his skills when he overheats.
Let's look at the champions who use Fury for comparison of your Heat effects:
Tryndamere gains critical chance and can consume fury to heal (you gain AP with your Heat)
Renekton gains modified QWE skills when he has 50 fury and consumes 50 fury when using them (same as what you did).
Shyvanna gains improved effects for her QWE setup and maxes fury to cast her ulti, which lasts as long as she has at least 1 fury.
The Fury mechanic in all these champions works the same - gain on basic attack and lose over time when out of battle. For the sake of being realistic, you should do the same.
