I just want to know why there is different penalties between getting an advantage by looking at the screen, and not getting an advantage, but still intentionally looking at the screen/away from their own computer's when being informed not to?

Does the advantage gained from it really matter? Shouldn't the action/intent be the thing that gets punished, not the gain?
