Xerath isn't a mage
He is magic incarnate.
Even imprisoned, he knows everything about his foes and what their spells are. He wins hands down.

Ryze can just destroy the world and GG! Why fight Xerath when he can destroy the world? Ryze technically wins if he destroys the world :3

Ryze has a VERY dim opinion of any mage who goes around parading their magical abilities. His description of Xerath is this:

"The creature called Xerath is an abomination of a mage. To master magic is not to lose oneself to it entirely! The power at his command, however great it might be, he's holding in a feeble grasp. His own will can't match the will of the arcane. The ancient mages of Shurima did everyone a favor locking Xerath away, and the Institute of War would be wise to follow their example!"

It also explains why Syndra joins the leagues, she may be able to take down the average Ionian chump but if she runs into a summoner. She will not want to spend an eternity caged at the institute of war.

Why would he want to? Didn't it say in Ryze's lore that he was trying to ensure the world would be safe from it?

All will fall to viktor and the power of science!!!

On a more serius note, Karthus is the strongest mage in lore, due to him having a f***ing song that obliterates the world. 5 seconds kills every champ on the map. The entire song might destroy existence itself.

As for the 3 available, I think ryze wins. As stated xerath, so long as he remains caged in his mobile tomb, is limited in power. Not very limited, but still limited. Syndra is similarly limited by experience in using her power. Xerath seems to one who can direct archane in a spot, but not do much with it after. He's kind of like a weaponized testla coil, and a very smart and acurate one at that. Syndra just seems to, due to lack of words, noob-ish with her power to match ryze.
