You are wrong all of the bolded for sure need flash. Nasus is weird cause i feel he needs 3 summoners: ghost flash and tp. any of the laners you listed will die to ganks w/o flash repeatedly (morde is alreadly one of the easiest mids to gank). If they are jungling they need it less but it hurts their initiation to be without it.

I think they should nerf the health bonus. The health factor is what pushes most Revive skeptics over the edge. Then maybe it would still be great but the other three favoured spells (Exhaust, Ignite, Garrison) would compare.

The fact that Revive is a troll pick on the other maps means Riot has no excuse to not do something about it. Honestly it should just be removed because there's no way to balance it. Barrier would be an interesting alternative (if it had a longer cooldown, since it's rather OP how it is).

They could rework Smite to be useful in both modes easily. As it is, it is a borderline troll pick in SR/TT just like Revive. However it's considered mandatory to have one per team exclusively to secure jungle mobs. If they made it AOE and increased the cooldown, it would maintain its status as a jungle SS but also be useable as a counter to pushing which is useful in all maps (though not incredibly useful, it's better than useless).

The other spells you listed are situational/limited but do have their uses. Surge is good for on-hit builds even if there's only a few champs who can really utilize it well, Clairvoyance provides free map control, Clarity is very good for low level summoners who have no runes or masteries and so it's probably not going anywhere, Promote... actually, Promote is pretty much ass so they should do something about that too.
