From 0 to 2000+. I have seen Platinum players whining about trolls and leavers and whatnot in proportion to the amount of people below 1200 complaining about the same thing.

It's when you reach low ELO in solo ranked games and it's very hard and frustrating to get out due to continuous afker's, trollers, leavers, etc. This also applies to normal games as well, but you can't see your elo in there. Hope I helped!

Elo Hell is a place where people who supposedly have a lower elo than their skill level, but are unable to improve it due to their teammates.

I think it's just the idea that people have that says, "Blame everything on your teammates!" except outside the game.
