The Urgot who ulted first wins. Since it's an instant ability, the likelihood of them using it at the EXACT same moment down to the microsecond, while having the exact same ping and framerate, is next to zero.

It's impossible for 2 Urgot's to ult each other in such a way that both would work. Either one or the other would be interrupted. The one who gets interrupted would then be swapped/slowed by the one who did the interrupting.

Nobody knows. Not even Riot. Since such a thing is impossible to test, since the odds of it happening even if you try to do it on purpose are almost zero. Maybe twenty years in the future after a billion games of LoL have been played, someone will witness this event and tell us what happened.
