It's an... okay idea, but its just not worth the slot, there are overall better options for any champ. Mundo is the only champ i can see ever using this, but that means he's skipping mercs and switfties.

Riot doesn't want to encourage sustain, it creates passive gameplay, which is less fun...
Other than that, I personally think it's a good idea...

The price of this item is huge though... And there's nothing really unique about it...

Maybe... Boots of Speed, Rejuvenation Bead, 400 Gold...

+15 Health Regen per 5 seconds (Same as Regrowth Pendant)
UNIQUE PASSIVE: Enhanced Movement 2 (does not stack with other Boots)

And one of:

UNIQUE PASSIVE: Minions/Monsters deal 5 less damage?
UNIQUE PASSIVE: 2 Gold gained per 10 seconds?
UNIQUE ACTIVE: Places an invisible Sight Ward that reveals the surrounding area for 3 minutes (3 minute cooldown) ?
UNIQUE PASSIVE: Reduces spell cost by 20%?
UNIQUE PASSIVE: Attacks grant vision of target for 2 seconds?

Anyway, I think your suggestion is Over-Priced and has too much sustain... IMO, scale back the cost, scale back the sustain and add something UNIQUE...

gp10 items are balanced by the need to sell them later or upgrade them to an item without gp10.

GP10 boots cannot exist.

Ward actives are frowned upon. AD junglers only have Wriggle's Lantern because they are too item-dependent to pick up an early gp10 in the jungle to help pay for wards.

Reducing Spell cost would be too difficult to balance.

Minion damage reduction would be ok, but 5 is too much.
Vision might also be ok, but sustain boots would not need an active like the defensive boots.

Either way, sustain boots would not be implemented. If Riot was willing to allow those, we would have them already.

Yes, I agree that sustain is a bad thing, and that they wouldn't implement these boots...
I'm pretty sure I said that...

But as far as I was concerned, the OP's suggestion needed quite a lot of work, before it would look even remotely balanced, so I quickly threw down a few suggestions on how I would suggest this item to be built...

I don't support the idea of sustain boots, I don't support the orginal suggestion...
But if these sustain boots were to be introduced, I'd at least want them to be somewhat balanced...

No harm in adding depth to the original idea of the OP...
But no, I don't support the orinal idea...
IF I did want sustain boots, I'd want them done right.

Not at all really. It is redundant considering that utility boots, defense boots, offense boots, and movement boots exist for everyone already.

Health regeneration is also available in enough quantity for the early game, and it tends to fall off later if you do not stack very heavy resistances.
