Is decline (or failure to accept) the same as a queue dodge?
Also, why is it that when I see someone decline, I have to wait until the timer runs out to be placed back into the queue?

I think it needs one more little improvement:
if someone fails to pick champion in-time he should excluded from queue.
Reason: in ranked we had a guy who DCed during banning phase. He got random. Free enemy win. 4v5 ranked game is not fair.
