You can play melee carries just fine, just build a damage heavy version of the metagolem build on them, their kits synergize well enough with the offensive stats to carry a game, and with the defensive stats, you can actually stay alive long enough to do you job. Done this with Fiora, and Master Yi, all you really do is trade the CC of regular bruiser for better DPS, which is fantastic if your teamcomp has plenty of CC already (e.g. a proper tank, Mage with good CC, support and/or AD with some CC).

Put two melee bosses bottom with ghost exaust and ignite. and shut down their carry

One cannot make glass cannon builds viable on melee champions where they are not already viable by introducing new items, unless those items are ridiculously overpowered and upset the balance of the game.

Glass cannon, can only be made "viable" by a champion kit without being overpowered, and range is one of the most important factors, which is why "melee" glass cannons are rarely "viable".

I dont mind some legendary step for Cloak and Dagger, the problem with this item is that is lock so few gp in slot. The same goes for other tenacity items.

As for poor melee carries: This aint gonna work. Since:
- Possition totally matters
- Every CC works wonders (even snares and slows)
- If you can melee one of them, you are in range of them all.
- You need dps to kill, but still need defense to survive.

This result that classid AD carry set will not work, since you are too squishy to get into enemy carry.
Simply there is no point in being melee when you can do the same in 600 radius.
The only way it may work is:
- You have out of the jail wild card, like Tryndamere Ulti
- Your abillities gives you dps and/or defense. So you can mix offensive items with defence. (but are you still carry then?)
- You are assasin type, jump in, kill objective, jump out.

In some other games i played there is no sentiment to glasscanon melee, rule is simple: if you melee you need some defense (and game provide it as the offset for lack of range)

So insteed of cry for lost carries just change a missing guys to either bruiser or assasin state.
After all melee carries its not any big group, its just: Yi, GP, Trynd, Fiora, Garren
Jax, Xin, Olaf, Udyr, Lee, Nocturne* are also melee but somehow are viable. This is not impossible task.
* this are not carries, but still carry the game sometimes.

Underlined portion: That's a bruiser. That is why bruisers exist, and that is how they build.
The line after that you mention assassins: Assassins fall off lategame when opponents become tougher and do not die so quickly, and eventually all assassins must add some defense so that they can survive. Assassins often become bruisers by end-game, or they become a hindrance to their team.

From a purely logical standpoint, every melee champion must become a bruiser in order to become viable without the benefit of a fundamentally broken mechanic.
