With 2 abilities that consumes health and a ultimate that is team based, you might want avoid staying alone (except during the laning phase).

So stick with your team, let the melees tank for you and stay behind them providing dps. You are ranged, if the enemy team is focusing you it means you got too close.

I think what drives some players to play close range is the fact that Vladimir's pool is close ranged and it's very helpful for the team, since it deals AoE damage and CC, but after the pool is over, you are vulnerable to be killed in less than 1 second. Additionally, it's kind of difficult to calculante Tides of Blood radius range.

Vlads role is an aoe teamcomp steroid, He improves upon teams with AoE ults and those with double AP compositions for top and mid since one of his core items is a WoTA. He has strong sustained damage and usually takes the role of Bruiser AP because of his short range and Low CD's.

The reason is because Vladimir's abilities's range is shorter then that of most ranged champions, so he needs to get closeR.
Pool is mainly used as an escape or to avoid a skill.
