question about runes

I found there are often 2 different kinds of runes, e.g.,
Greater Glyph of Ability Power +1.19 ability power
Greater Glyph of Scaling Ability Power +0.17 ability power per level (+3.06 at champion level 18)

What's the difference between these 2?
If I choose +1.19 ability power, then I will get +1.19*9=+10.71 where +3.06 at level 18 is far below... So I will definitely choose the +1.19 ability power.
Did I make it right?

Depends on what you're going for. Runes give a big advantage early game and aren't as relevant late game when everyone has core items, ect.

Scaling mr runes are pretty good and scaling health runes are awesome free ruby crystal, but normally I prefer flat for the early game help with farming and trading in lane.

You're not math-ing right.

1.19 AP gives 10.71, yes. (if you have 9 of them)
.17/level gives 3.06 each... so 27.54 at level 18. (if you have 9 of them)

You pick the 1.19 if you want early game advantage.
You pick the .17/level if you want late game advantage.

Scaling runes don't give you enough of a lategame advantage to make a difference.

The early disadvantage might be enough to cripple you, though
