I had kind of an odd/interesting idea for a a support item

So this item gives health, and it's very cost-effective. Like +1000hp for 1500g or something. Just throwing out numbers here. It also gives a small amount of AP.
The catch is, it has a unique passive where on each minion or monster kill following the purchase, the amount of bonus health slightly decreases, and the bonus AP slightly increases. The gold value of the amount of HP lost would be greater than the gold value of the amount of AP gained, so that the item gradually decreases in cost-effectiveness.

Of course it doesn't necessarily have to be HP/AP, but the important thing is the mechanic: an item that's very good with 0cs, but doesn't punish CSing too harshly.

And like most support items this should also have an aura and/or an active.

Make it so if you make a single CS u go to no bonus. And now it'll be balanced.

That item would just reinforce the meta. Which shouldn't be a good idea.

Well, if Riot isn't going to take steps to allow a better alternative to the 0cs support meta(which I'm all for them doing), then it's probably here to stay. In which case it needs to be buffed, such as with items like this.
