Raise Morale kills one of your own minions.

If your opponent is close enough to the unit you kill, do they get experience for the kill or have you just denied them a small amount of experience?

The idea had crossed my mind to cut out some of their experience and to keep the minion waves close to your own tower early game, for anti-gank reasons.

Though it might be a small advantage, we all know how small advantages early make a large impact on the overall game.

It's a deny. They don't get any EXP for it.

The best thing you can do with it is deny the siege creep when they get ready to last hit it will short them 30+ gold every 3rd wave, and it wont drain your mana.

Lich/Plague Rider in DotA/HoN has a similar skill, it converts the creep to mana and if an enemy hero is in range when you do it they gain 1/2 exp and gain none when they aren't. Not sure if it's the same way in LoL, but should be easily testable.

1. ordinary denies give 1/3 exp to ranged heroes, 2/3 exp to melee.
2. plague's extinguish is a full exp deny
