A hulking man with a black judge's robe on. A blindfold over the eyes. And a massive two-handed gavel.

Purpose:
High offensive support hero. Not great on the damage, but can really secure kills if used well.

Skill 1: Order! (Active)

With a smash of his gavel the judge calls for order before him. Deals 50/75/100/125/150 (+1 per AP) damage in a small radius around where the gavel struck. Silences in a large radius for 1/1.5/2/2.5/3 seconds.

Skill 2: Contempt (Active)

The judge disapproves of the behavior of one of the enemies. He declares them in contempt and banishes them from his court. Hero is banished (removed from the map) for .75/1/1.25/1.5/1.75 seconds (+.001 per AP). Enemies in contempt cannot be seen, issue any commands, or in anyway deal or be dealt damage.

Skill 3: Sequestration (Active)

The judge seizes the enemy's belongings. For the duration, all items on the target have 10/15/20/25/30% less effect. Effect lasts for 5 (+.05 sec per AP). If the target loses his case (ie. dies), the winning party gets an additional 15/30/45/60/75 gold.

Skill 4: Final Judgment (Active, ult)

The judge can put the full weight of the court on his target, either declaring them guilty or innocent. An innocent target (ally) is released from any torment, being instantaneously whisked away by angels to his base. A guilt target suffers far worse. He is assaulted by demons, who tear at his flesh, and pull him to the underworld. Guilty target suffers 5% max hp a second, as well as a 40% slower MS for 6/7/8 seconds.

Passive: Declaratory Orders

Every time the judge uses an ability, he smashes his gavel to declare the command. Does 25/50/100 damage in a small AoE around him.

Not bad. The active ult is a little bit crazy when used on an ally. Immediate port to base? Needs a huge cast time and mana-cost if so.

Also, no synergy between Contempt and Sequestration. In fact, the opposite. Contempt and Order! have good synergy though, since you could Contempt a player, then position yourself for the silence. Also this combo wouldn't deal excessive damage, but would be a pretty satisfactory disable.

I'd say redo Skill 3 to synergize with the rest of his abilities better.

I know that banish skill is more or less not very synergitic. This guy isnt meant ot do the bulk of the damage himself. Though, he can be built with AP or dps and provide some significant dps.

The banish is supposed to be a powerful stun, but without the extreme disable stuns provides; normal stun allows you to die during the duration, this one limits this by making you immune to all damage. This does allow you to line up powerful Order!'s. But more or less it is meant to further your support role without making you omg imba support.

The ult when used on allies is meant to be powerful. This is for 2 reasons. The first, it burns your ult CD which could otherwise be a great dps/snare. The second, it really makes you wonder, should I port this guy to base. Unlike an ult like Soraka or Zilena, this ult doesnt heal the unit, it sends him away fromthe combat. This means that, yes, he is saved, but, he cannot contribute to the fight. Soraka or Zilean ults can perform the same function, but after they use their ults, the hero can fight in the team clash, not so in the Judge's case. It really makes a player thing, do I save this guy?

Finally, skill 3 is meant to be a debuff fpr those massive carries. Is it a major stun? No, just a mere reduction in stats. Early game it doesnt mean much, but late game this skill shines compared to others. The gold gain is just to increase farm time + combine with his support nature in helping your team. The real twist on this skill is that it doesnt give you the gold; it gives the gold to whoever killed (ie your carry). I think this is the first skill which directly helps your carry farm. Helping a carry farm means that your carry will actually carry earlier, which is always good.
