Billy Bob, The True Cowboy
Passive: After landing a critical strike creates a barrier around Billy Bob for 50% of the damage dealt which lasts for 5 seconds.

Q - Draw! - passive: attack speed increase. active: Draws his second pistol which effectively doubles his attack speed.
W - Peacemaker - toggle: Billy Bob pulls out his shotgun. This causes all AAs to become conal, increasing with level.
E - Ol'Faithful - toggle: Billy Bob pulls out his rifle. This greatly increases the range of his AAs per level.
R - Sick'em - BIlly Bob commands his dogs to and pin down nearest enemy champion dealing damage and snaring them for 5 seconds. Each level of Sick'em increases the number of dogs under Billy Bob's control by 1/2/3. These dogs passively assist in attacking Billy Bob's target. (Has this at level 1)

Passive = If a champion dies while under the effects of an ability, the other abilities get refreshed cooldowns.
Q - Target enemy is switched from ability input to chat box input
W - Abilities of target champion are scrambled
E - Arrow keys of target champion are scrambled
R - All characters on the enemy team are scrambled (players switch characters)

Colette

Passive - Colette occasionally revives with 1 hp.

Q - Item Thief - She deals damage and attempts to steal an item with a scaling percentage of success (20/25/30/35/40). If she fails she falls over and does nothing, but Stumble is instantly refreshed upon failure.

W - Holy Song - Passive - Colette spams this ability every 10 seconds automatically. Active - Colette provides a buff of defense and attack to all nearby allies.

E - Stumble - Colette stumbles, dealing both physical and magic damage and breaking down champion set terrain. Plus, she has a chance to instantly KO enemies hit.

R - ??? - Collette casts an ability that was taken out of the game that freezes the game. (sadly I can't find the video of this on youtube anymore )

Well... Anti-fun means a focus on removing any form of gameplay. But also, something else'll work too...

Ganadin, the deranged gentleman

Passive: Warped reality: Ganadin uses Fury to empower his abilities. He gains 5 fury upon attacking or taking damage.
Enemies in the area of Ganadin have their movement speed modified by 30/40/50% based on the direction Ganadin is facing and they are running. If they are face to face or back to back with him, they are speeded up. If they are not, they are slowed instead.

Q: Mark of madness: Ganadin marks an enemy or ally, when they take damage they are temporarily transported into a pocket dimension for 0.5 seconds. If they are an enemy they take 12/27/42/47/61 damage, if they are an ally they are healed for 10/24/38/52/60 health. Effects do not continue to expire on enemies in the pocket dimension, but they do for allies.
Ganadin empowers this ability when he is at 35 fury, when he does they are additionally teleported towards Ganadin when the mark triggers and take 13/28/43/48/62 damage or are healed for 12/26/40/54/62 health instead.

W: Border of Insanity: Ganadin creates an invisible wall in an area, all enemies who make contact with the wall are feared for 1/1.5/2/2.5/3 seconds and are also take 8/16/24/32/50 damage every second for 12 seconds.
Ganadin will empower this ability if he has 40 fury, When empowered, enemies that collide with the wall are terrified instead and their mana also takes 9/18/27/36/45 damage.

E: Bizarre images: Ganadin strikes all enemies in an area instantly for 70/130/180/220/300 damage. Additionally, if they move 600/500/400/300/200 units in the next 3 seconds they are feared for 0.5/1/1.5/2/2.5 seconds.
Ganadin may empower this ability 31 fury, in doing so enemies struck will be feared for 0.5/1/1.5/2/2.5 if they do not move 200/300/400/500/600 units in the next 3 seconds.

R: Witness the unthinkable: Ganadin causes a target unit to become insane with fear through a channeled swarm of horrifying illusions, obliterating their mind and breaking their will after 2 seconds. At this point, he may switch control between himself and his victim for 15 seconds.
He revels in the destruction of a mind and gains 100 fury over the duration of the channel.

Ramza Beoulve, the Uber Squire

Passive:Knight Swords Causes all sword type items to give Ramza 10% additional stats.

Q: Throw Stone Ramza throws a stone, Dealing 30/60/90/120/150 +0.4AD damage and minor knock-back to the target.
6/5.5/5/4.5/4 second cool-down 600 range targeted spell No mana cost

W:Yell Ramza yells at a friendly target permanently increasing their Movement speed, attack speed, and CDR by a .3%/.4%/.5%.6%.7% 600 range no mana cost. 16/15/14/12/11 second cool-down

E: Ultima After 1 second a burst of Absolute energy engulfs the targeted area, dealing 70/120/170/220/270 + 0.7AP 10/9/8/7/6/5 second cool-down 60 mana cost 700 range

R:Scream Ramza screams permanently increasing his attack damage, ability power, and attack speed by 1 1 2%/2 2 4%/ 3 3 6% 35/30/25 second cooldown

So the passive is fairly useless early on, the Q and E are only good for farming. But the E and R add up to fairly high amounts of free stats, Not to mention it must be really boring to play or play against.
