Q: autoattack shoot ice arrows
W: shoot seven ice arrows
E: shoot a scouting ice arrow
R: shoot a big ice arrow

can't think of a champion more anti-fun then this.

Except Q is a hook, and W doesn't snare but his auto attacks do

And the R only knocks up others, stuns the target.

Q: Pulls allied champion to you, similar to a blitz pull.
W: Puts a damage reflecting shield on an allied champ for 5 sec
E: Transfer a debuff from an ally to an enemy
R: Forces one ally to take all of the damage that another chosen ally takes for 8 seconds.

An amazing player could make this champ op, but for most players, FUUUUUUUU

passive runic magneta: absorbs 30% of all magic damage done, and is restored as 15% HP and 10% mana

Q: runic absorbsion, passive: champion stores 10% of the last 3 skills used on themself as charges,

active, unleashes a blast for 80/100/150/200/250 magic damage + (100% bonus AD) + 3 above charges in a force so hard it stuns you for 1.5 seconds.

W: mirror rune, completely negates and reflects the next offensive spell used against you.

E: runic blade charge, passive; increases AD by 15/20/25/30/35
active; charges champions blade to do 1/2/3/4/5% + (1% per 50 AD) magical damage of target's maximum hp, for 10 seconds, any target hit will bleed 2% of their maximum hp over 4 seconds if not hit again sucessively after 3 seconds

R: ars arcana, champion uses arcane energy to reduce 50% of targets maximum hp, mana, armor, MR, and 25% of AD and convert it to champion, while reducing crowd control effects by 50%. lasts 15 seconds.

Q : All nearby champion's locations are marked. After 1/2/3/4/5 seconds - or whenever you press the button again all champions teleport to the marked positions.
W : Target enemy champion is blinded if they have more AD than AP, or silenced if they have more AP than AD. In either case the debuff lasts 2 seconds.
E : You and Champions moving towards you gain a 10/12/14/16/18 % speed increase for 4 seconds. Champions moving away from you are slowed for 10/12/14/16/18 % speed for 4 seconds.
R : Target champion becomes stealthed for 8 seconds or until making an attack or using an ability - at which point they gain 30 AD and AP. Global range.

Passive: upon taking grievous damage, heals 10% of health, removing all debuffs, and casts a global stun of 2 seconds ( 5 minute recharge )

Q: A slowly accelerating beam heading forward from the champ, not stopping, and bouncing off the edges of the walls. passes through targets dealing true damage ( 20, 50, 80, 110, 150 )

W: costs 25% health, regenerate 50% of health over time

E: Stuns himself for 5 seconds, applying mage resist and armor for 20 seconds

R: All of the bolts from your Q focus a single point

Blitzcrank's grab is now infinite range, but the mana cost scales with the distance of the target grabbed. Counterplay being grabbed 2 seconds in the game >=D
