Just because I'm really quite worried you'll actually try that... don't!

Firstly, magic pen as a first item for the most part outshines AP. Even if you're in a situation where it doesn't, a mixture of the two is far more effective than just stacking more AP.

Secondly, part of the beauty of AP items is that they give a lot of nice additional effects//stats that help much more than the raw AP itself. The AP is just gravy for the most part. For example, RoA gives a stack of health, void has lovely sexy magic pen, rylais has its slow, abyssal has an AoE MPen aura and a ton of MR, and deathfire has CD reduction + an anti-tank active.

If you get pure AP, you're really building yourself into a wall. You'll do less damage overall as MR's really effecive against you (even the innate and per-level MR), and you'll be ridiculously squishy. You'll also be less deadly in a teamfight due to longer cooldowns and a lack of rylais slow.

Also, if you're getting high AP, you might as well chuck in a lichbane to add to your overall spell combo AP ratio. Move speed is nice too.

20 stacks on soul -15% CD aa add hp/mp zring can stop you from taking any damage at all for some time

What else do you need? you should have magic pen runes thus you dont need items that do it (and CD runes/mana)
If they have no items that give MR why do you need magic pen items? once it hits 0 MR it stops right? if not then massive armor/magic pen would be 100 times better then higher ap (if it works like stacking armor does get them to -100 MR)

If the enemy has magic resist it would be nice investment.

Veigar:
1.0 AP ratio on ultimate,600 AP+500 Base=1100, 9 Magic pen, 15% magic pen (runes/masteries).

Build 1: +25 AP+20 Magic pen (haunting guise 1500g) : 1125 +29 MP 15% MP
Build 2: +150 AP from zhonya o archangel or whatever about 3200g: 1250 +9 MP 15% MP
Build 3: +70 AP+40% magic pen (void staff) 2600g: 1170 + 9 MP 49% MP (I'm not sure).

Enemy 1 (30 MR):
1) 1 MR, 1113 damage
2) 18 MR, 1059 damage
3) 11 MR, 1054 damage

Enemy 2 (80 MR (chalice+boots+base):
1) 49 MR, 755 damage.
2) 60 MR, 781 damage
3) 36 MR, 860 damage

Enemy 3 (150 MR, tank)
1) 110 MR, 535 damage
2) 120 MR, 568 damage
3) 72 MR, 680 damage

From here you can tell that going max AP is just for giggles. Once your are high enough AP (say over 300 which is 1 zhonya and 1 archangel) you gotta focus on penetration. Of course if the game gets that long you can replace a "cheap" haunted guise for another zonya or Archangel, but that usually won't happen.

If you want max damage you will get something like this:
MR of enemy = 35:**** Sorceress boots, Zhonya, 4x archangel. (3x magic pen quints)
MR of enemy = 65:**** Sorceress boots, Zhonya, 3x archangel, 1 Haunting guise. (3x magic pen quints)
MR of enemy = 120 or more:**** Sorceress boots, zhonya, void staff, 3x Archangel (3x magic pen quints)

Between 65 and 120 there's a mix between haunting guise, void staff, sorceress boots that allow you to achieve max damage. So for a general "max damage build" I would recommend something like this, it is VIABLE in a game (of course depends a lot on the game) and it achieves very high damage

- Tear
- Boots sorceress
- Haunting guise
- zhonya or archangel
- archangel or zhonya (4 items so far)
----------
If enemy is getting lots of resists (over 100)
- void staff
- Archangel
- Sell haunting guise,
- Archangel
---------------
If enemies have less than 60 resist:
- 2xarchangel
---------------
If enemies have between 70-100 resist
- void staf
- archangel

Full mejais are better for damage than Archangel staves because of the -15% cooldown

Complement your build with health and blue pot:
People like akali and vladimir also get good bonuses from magic pen, just that instead of getting archangel staff they should get zhonyas and 1 full mejai

It's very simple... u dont need to do any magic pen item.get mPen marks, mana/lvl seals, gliphs and quints 9/0/21 masteries. get 5 archangels and one rabbadon. u will have 1500 ap and 9+15% magic pen. a regular spell will deal 1000 damage, the only way to effectively block this is with full mr build, if they do so, they will have no damage and will be easy target too. so u win anyway

Excluding Veigar's ability .. i beleive 1,597.4595 is the max ap possible

Here is how

Items (365 flat) (15% of mana) (+30%)
5 archangels 225 flat ap and ap equal to 15% of your mana. + 3000 mana
1 hat 140 flat ap and 30% increase to total

Runes (82.8 flat ap)
3 Greater Q of Force 23.22 flat ap (at lvl 18)
9 Greater S of Force 16.2 flat ap (at lvl 18)
9 Greater M of Force 16.2 flat ap (at lvl 18)
9 Greater G of Force 27.18 flat ap (at lvl 18)

Masteries (22 flat ap) (+5%) ( +216 mana)
+4 ap 4 flat ap
+1 ap per level 18 flat ap(at lvl 18)
+5% ap
+216 mana

You base flat ap should total 469.8
Your total mana from items is 3000 + the 216 from the masteries gives you 3216
assuming you are janna (the largest mana pool) your base mana is 1454 givein you a total of 4,670
your ap from mana is 700.5

total base mana is then 1170.3

depending on how riot calculates the ap you could either have
1170.3 * 1.05 * 1.3 = 1,597.4595
or
1170.3 * (1 +(.3 + .05)) = 1,579.905
as your final ap value

tell me if you can beat this
