There are full time junglers pretty often in 3s normal, and even more so in ranked.
Most people do not understand how to zone in 3s
the biggest mistake you can make is to just push in the 2v1 lane, even if you zone while last hitting. the level and cs advantage will immediately be lost once the wave gets to their tower, defeating the point of zoning

there are a few good strats to counter a jungle team, two going top to prevent ganks, ganking top solo often ect
but the real key to shutting down their strat is denying experience to the one player who is against 2 in their lane
this is where all the jungle games are won in the end, both the laners get full solo exp while the jungle is free to gank giving them level advantage throughout the game

THERE IS ONLY ONE WAY TO SUCCESSFULLY ZONE 2V1 LANES IN 3S
the lane is so short that if you touch one minion, the lane will push because of how the minions pile up
the goal of course is to deny them exp while both of you get it
since there are two of you, just stand between them and the minion wave, attacking them if the come close to get exp, because their are two of you they wont be able to fight, then go to the mid bush when each wave comes to prevent the minions from attacking you.
If neither of you touch the minion at all, even for last hits, the waves will stay in the middle of the lane giving you exp and them nothing.

Once you hit lvl 3 (they will still be lvl 1) start last hitting the minions, killing them as low as possible. by the time the wave masses and it gets to the tower you will be lvl 4 and they are still lvl 1 or 2, they wont be able to fend off your harrass and the minions, alot of the times having to go back and missing most of the built up minions exp. if done correctly, their jungler will either have to come assist in lane or their 2v1 laner will be underleveled the whole game.
giving up the cs early wins games vs a full time jungle team

So while the solo lane is back in base crying about how zoned he is, the jungler is soaking up the lane exp and jungle exp and suddenly is 1v2 your dual lane with all runes and three levels on you. You don't know where you went wrong because you forgot to mention the counter-jungle.

if you refuse to use a jungle play hyper aggressive push to their tower steal top and bottom jungle rinse repeat.

The real question is, how do you 1v2 against a team without a Jungler >_<

Having a Jungler makes your bot lane vulnerable since they're up against 2 people. They get easily zoned, and denied last-hits. Even when Jungler comes to gank/zone them out, once Jungler leaves cycle just continues.

Eventually bot will be more outfarmed and underleveled than if you'd just gone without a Jungler <_<

This is really easy to do (which also counters the OP's strategy pretty handily), you simply take a bot lane champion who has a ranged poke and use it to last hit and/or counter harass. It could be any tanky dps or AP really. For example Gangplank, or Annie, you stay back and last hit and harass. Start boots+3 pots to remain safe regardless of the champion you chose.

It would take an incredible bot lane duo to shut you down totally, like Nunu+Vayne, or Sion+anything, etc. Basically a duo with a guaranteed ranged stun or slow, even then the solo champion can counter that with their own CC and back out. You should be able to survive until level 2-3, and by then your jungler will be ready to gank with his buffs handily equipped.

Being able to zone at the expense of CS really isn't worth it. You're better off going with a bot lane duo who can hyperpush the turret. Something with a ranged harass plus a turret eater, like Udyr/Garen/Olaf plus Gragas/Panth/Yorick. You get the idea. Player 1 attacks turret freely, Player 2 spams harass on top of the turret at the solo defending champion who cannot avoid said harass. By level 3 that turret will be gone guaranteed if the jungler doesn't run to help (which in turn, ruins his xp).
