I don't know if this is meant to be intentional, but the probability that you end up in either 4th pick or last pick in drafts is MUCH higher than when you queue up as a group. And due to the system of draft. Last picks mostly take the support role or equivalent, of course there are some games where duo queues take AD carry and support for meta compositions, and it's quite problematic for players who do not prefer playing as a support role.

It's true that meta is not a solid, unbreakable rule in this game; no one really needs to follow the meta composition. However, it's technically the most ideal and sustained playing style. That being said, if the last pickers (who often tend to be the solo queuers) do not play support when the only viable choice due to meta composition is support, they are considered trolls and get reported or tend to get outplayed by enemy team with perfect meta composition.

There's a simple solution to this.

Do NOT prioritize group queues ahead of solo queues in terms of pick orders. The system apparently does not allow a solo queue player being "in between" group queue players (for example, if ABCD is a group queue and E is solo, the order is always ABCDE; it can never be something like ABECD or AEBCD). Disabling this will encourage the players to come up with a strategy for the team composition. If it's safe to say that a group queue has more teamwork than set of solo queues, then shouldn't it be better for one of the players that queued as a group takes the supporting role? In other words, the group consists of multiple members, therefore there is a bigger "role pool". That is, giving solo queue players priority in pick order is systematically better than having them pick 4th or last, for they are most likely to have smaller "role pool".

Suggested solution: Because group queues always get the lead position and first pick, only give that one lead player priority, allow the non-group players to be mixed in, but give a group member first pick and ban pick.
