If you are getting CCd you have done plenty as tank, infact you should be initiating, but not against the enemy tank, against everyone else. Tanks generally walk around with plenty of CC, but they also stay infront and keep the team from being initiated, because noone wants to CC a tank, and infact, you should rarely be taking CC unless its AOE. The fact that someone else on the other team finds you are better to CC than a DPS character means you are already at an advantage, and because you initiated, your CC is more than likely used up by the time the enemy team comes in with theirs. And if the enemy tank initiates against you, you arent going to die, your team should be BEHIND you, and you just wake up and CC them by the time the fight starts.

The faster you move, the better you initiate and can get around to CC the right people generally.

Boots of Swiftness are a high tank item, ESPECIALLY with anyone who uses sunfire, stacking or just a single. Alot of tanks use aoe items and do a great job just being there after using their CC and what attacking they can. Randuins Omen, Soul Shroud, Frozen Heart, Aegis of the Legion. You need to be able to move freely in the fight and keep people down and make sure your team has all your buffs, all your CC can reach the people in the back after the initial chaos, and TBH if they CC you thats one more DPS free to put out alot of damage.

Zerkers are outshined by alot of other items but they have their uses. Such as twitch he has no need for Merc treads because if he is cc'd and focuses then he drops easily. Also a tryndamere who can get that +25% attack speed quickly can give him an edge in the lane. Also sometimes a team doesent need Merc Treads as some teams are not heavy CC. If their is one hero with CC then their is no reason to get Merc Treads, but if they have alot of casters Merc treads become useful for their Magic Protection.
